Memo

To:

From.'

GC:

Date:

Re-'

Board of County Commissioners

Rodger Lentz, Planning Manager

06/09/03

Eastern Area Plan

The Eastern Area Plan is back on the agenda for your June meeting. Attached, staff has prepared two
Future Land Use Maps for your consideration.

The map labeled Option One is the Future Land Use scenario presented at the public meeting held at Mount
Pleasant High School. It maintains the proposed open space/agricultural preservation district over the entire
area not planned for utility service under the WSACC 50 Year Master Plan. This district would reduce
permitted residential density to 1 unit per acre for the first 5 residential units, 1 unit per 2.5 acres for the next
two residential units with the remaining units permitted at 1 unit per 5 acres.

The map labeled Option Two was created by staff based on comments received at the April Board of
Commissioners meeting. This option removes the Georgeville Community from the proposed open
space/agricultural preservation district. Under this option density in the Georgeville area would remain at 1
unit per acre.

Under both options, the extension of utility lines to areas with poor water quality or failing septic tanks is
encouraged and supported. Development of neighborhood service centers at key intersections and at
traditional crossroad communities is also encouraged.

Since the Georgeville community meeting held in May, staff has sent out a follow up questionnaire. Staff
sent the questionnaire to the 65 participants who signed the sign-in sheet at the May Georgeville meeting.
The questionnaire asked if residents agreed w~th the proposed reduction in density. The results are as
follows:

Question: Do you agree with the reduction of density as proposed?

No = 10 responses Yes = 13 responses Other = 1 response

· Page 1
