<br />Emergency Assistance
<br />
<br />General EA Policy:
<br />The Emergency Assistance program, available to assist families in a work-
<br />related crisis situation during FY 2001-03, will be $208,926.00. An
<br />emergency is defined as a work-related crisis situation that is unplanned or
<br />unanticipated, and which, if unmet, can put a family at risk of dependency.
<br />EA assistance will not be prowded more than one time in a year. It will be
<br />used as follows:
<br />1. All except a 10% set-aside will be used for a documented work-related
<br /> crisis situation.
<br />2. There is a $300.00 maximum assistance payment per family per fiscal
<br /> year.
<br />3. Eligibility will be based on 150% of the federal poverty level.
<br />4. The base period is the actual income in the month prior to the application.
<br />5. In order to receive assistance, there must be a minor child residing in the
<br /> home. The definition of age and kinship will be the same as it ,,vas4v,-the
<br /> pr~,or EA pre,'am is in Work First.
<br />6. Family member must meet same citizenship/alien status requirements as
<br /> for WFFA.
<br />7. Services to be provided through EA are as follows: Automobile related
<br /> items (help with down payment, help with one monthly payment where
<br /> essential, tax, tag, title, insurance), car repairs, tires, registration for child
<br /> care, child care parent fees, adult day care, mental/physical evaluations not
<br /> covered by Medicaid or insurance, over the counter drugs and prescription
<br /> drugs when not covered by Medicaid or insurance, clothing for interviews
<br /> or employment, camps, client training, education fees, books, and tuition,
<br /> parenting classes, haircuts, permanents, or other personal appearance
<br /> items, cash incentives or certificates, dental expenses not covered by
<br /> Medicaid or insurance, work licenses or registrations, space or storage
<br /> rental fees, tutors, relocation assistance, health insurance premium,
<br /> physical exams for work, small business start-up expenses, eye exams
<br /> and/or glasses when not covered by Medicaid or insurance, DMV ID cards
<br /> or Drivers' licenses, tools, home study fees, criminal and/or medical
<br /> records checks, work equipment, transportation needs including bus fares,
<br /> bicycles, helmets, mopeds, taxi fees, gas and other fluids, drivers'
<br /> education fees, emergency housing for victims of family violence,
<br /> temporary housing for displaced families, temporary in-home care for ill
<br /> family member when not covered by Medicaid or insurance, rental
<br /> expenses (including deposits), employment related expenses, telephone
<br /> deposits and service charges, prosthesis when not covered by Medicaid or
<br /> insurance, housing costs including closing fees, car seats, counseling
<br /> including marital, mental, domestic violence, family, and financial,
<br /> clothing, household items, utility expenses and deposits, appliances,
<br /> furniture, enrollment fees for NC Health Choice for Children, legal fees in
<br /> connection with guardianship, custody, adoptions.
