Finally, Mr. Lentz explained Option Two would leave the area north of Miami Church Road in the Open Space/Agricultural Preservation District and the area south of Miami Church Road to Highway 200 would remain at one unit per acre. There was discussion regarding the proposed Eastern Area Plan, including the purpose of the land use plan, the two land use map options, annexations by the Town of Locust of property within Cabarrus County and the need for water in the Georgeville community. By consensus, the Board agreed to receive public comment regarding the proposed Eastern Area Plan. Chairman Freeman opened the meeting for public comments at 7:18 p.m. Mr. Tommy Porter, Chairman of the Cabarrus County Watershed Improvement Commission, reported that the Commission has unanimously endorsed the original proposed Eastern Area Plan that included the Georgeville area in the Open Space/Agricultural Preservation District. As a resident of the area, Mr. Porter also endorsed the original plan, stating it would encourage smart growth for the entire area. There was no one else who wished to address the Board, and Chairman Freeman closed the meeting for public comments. In response to questions by Board members, Mr. Lentz explained guidelines associated with modular home developments and reviewed the rezoning process. He pointed out the land use plan does not change the zoning and that any zoning changes would have to go through the formal rezoning process. UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette and unanimously carried, the Board adopted the Eastern Area Plan as submitted with Future Land Use Map Option Two. (This option presents the future land use scenario as discussed at the public hearing held at the April Board of Commissioners meeting. It maintains the Open Space/Agricultural Preservation District over the areas not planned for future utility service under the WSACC SO-Year Master Plan with the exception of the Georgeville Community.
