July 15, 2003

Mr. Barry Moose, P. E.
Deputy Division Engineer
Division of Highways
NC Department of Transportation
716 West Main Street
Albemarle, NC 28001

RE: Cross over request at 1500' plus from Old Airport Road on NC 49

Dear Mr. Moose:

As was discussed on Monday, July 14th, proper access to the Cabarms Arena & Events
Center is essential. Related and supportive development around the Arena is also critical for the
continued growth and utility of the Arena. With the widening and road improvements of NC 49
and the scheduled access changes to the Arena (including restricting the NC 49 access to a right-
in only), it appears that two additional locations for access should be incorporated into the
current project to create the proper access and related development around the Cabarms Arena.

We are formally requesting that NC Department of Transportation evaluate, design, and
construct a cross-over located 1500 feet south of the reconfigured intersection of NC 49 and Old
Airport. Secondly, we are requesting that a right-in/right-out access be incorporated in the road
design and construction approximately equidistance from Cold Springs Road and the realigned
Old Airport Road. Further, that this second access point be permitted for temporary full cross-
over during major events being held at the Arena.

With the incorporation of these two access points, vehicular and pedestrian access and
safety will be greatly improved near and around the Cabarrus Arena & Events Center.

Supportive technical documentation will continue to be coordinated with you as these
improvements are further detailed by both the NCDOT Design Division and Cabarms County.

Thanking you in advance,

Sincerely,

Robert Freeman, Chairman
Cabarms County Board of Commissioners
