MEMO <br /> <br />TO: BOARD OF COMMISSIONERS <br /> <br />FROM: JANET SLACK, AICP <br /> <br />DATE: JULY 25, 2003 <br /> <br />RE: CONSULTANT RECOMMENDATION <br /> <br />The final meeting of the Justice Facility Steering Committee was held to review the final two consulting <br />firms, Moseley, Wilkins & Wood and Ware-Bonsall Architects, again and to make a recommendation. <br />These two firms were selected from 13 companies that submitted proposals and both had excellent <br />credentials and proposals. The following is a synopsis of the comments regarding each firm. <br /> <br />Moseley, Wilkins, & Wood <br /> <br />Comments from those in favor of this firm. <br /> <br />1. They gave a strong presentation with very strong visuals to illustrate their previous projects, and <br /> included a model of downtown better express their ideas. <br />2. They have experience with phased projects. <br />3. The firm has completed a project in Spotsylvania County, Virginia that is very similar to our project <br /> in scope, scale, and the fact that it is located in a downtown environment. <br />4. They emphasized, strongly, their commitment to keeping costs down and projects on schedule. <br />5. They have an office in Charlotte and would be accessible. <br />6. They propose working with Concord Engineering for local insight. <br /> <br />Comments from those not in favor of this firm. <br /> <br />1. References supplied to us for this firm are not recent and do not include all of the team members. <br /> Getting references for each of the individuals proposed for this project has been difficult. <br />2. The day-to-day contact person for this project has not been introduced to the Steering Committee, <br /> nor has staff had any contact with this person. <br />3. This firm has much court experience, but little jail experience, and very little North Carolina jail <br /> experience and very little jail experience with projects of the large scope that will be required for <br /> Cabarrus County. <br /> <br /> <br />
