11. Cancellation. In the event a conYentlon center within the corporate limits of Concord, <br /> North Carolina, has not been substantially constructed as of July 1, 2007, then either the <br /> CITY or the COUNTY may terminate this Agreement by providing written notice to the <br /> other parties no later than November 1, 2006 of its intent to terminate the Agreement. <br /> <br />12.
