The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Monday, July 28, 2003, at 6:00 p.m. <br /> <br /> Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were Mr. John D. Day, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankle F. Bonds, Clerk to the <br />Board. <br /> <br /> Chairman Freeman called the meeting to order at 6:05 p.m. <br /> <br /> Vice Chairman Suggs gave the znvocation. <br /> <br />Al~proval of the Agenda <br /> <br /> ~IPOM MOTION of Co~issioner Privette, seconded by Vice Chairman Suggs <br />and unanimously carried, the Board approved the agenda as submitted. <br /> <br />(A) Rec~endation Erom the Justice Center Steering Co~ttee for Selection <br />of Architect for the Jail/Justice Cantor Pro~ect~ Adoption of Capital Project <br />Ordinance and Related Budget Amendments <br /> <br /> Mr. Jonathan Marshall, Planning Se:vices Director, reported the Justice <br />Center Steering Committee met July 24 to review the final two consulting <br />firms (Moseley, Wilkins & Wood and Ware-Bonsall ~trchztects) and to make a <br />recommendation. Stating that both firms had excellent credentials and <br />proposals, Mr. Marshall said the committee had agreed to recommend the <br />selection of Ware-Bonsai1 Architects as the architect for the project. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the selection of Ware-Bonsai1 <br />Architects for the jail/justice center project and adopted the following <br />Project Ordinance and budget amendments. ~urther, the Board authorized the <br />County Manager to negotiate a contract with Ware-Bonsai1 Architects. <br /> <br /> CA~ITAb PROJECT ORDIN~uNCE <br /> <br /> BE IT ORDAINED, by the Board of County Commissioners of the <br /> County of Cabarrus, North Carolina, that, pursuant to Section <br /> 13.2 of Chapter 159 of the Oeneral Statutes of North Carolina, <br /> the following capital project ordinance is hereby adopted: <br /> <br /> Section 1. The project authorized the architectural design <br /> of a new Cabarrus County Justice Center. ~trchitect expenses will <br /> be funded from the Capital Rese~-ve Fund. <br /> <br /> Section 2. The officers of this unit are hereby dzrected <br /> to proceed with :his capital project w~thin the budget contained <br /> herein. <br /> <br /> Section 3. The following budgeted amounts are appropriated <br /> for the projects: <br /> <br /> Architect $ 500,000 <br /> <br /> Section 4. The following revenues are an:icipated to be <br /> available to complete this project: <br /> <br /> Transfer from the Capital Reserve Fund $ S00,000 <br /> <br /> Section S. The Finance Officer is hereby directed to <br /> maintain within the Capital Project Fund sufficient detailed <br /> accountin9 records. <br /> <br /> Section 6. Funds ~y be advanced from the General Fund for <br /> the purpose of making payments as due. <br /> <br /> Section 7. The Finance Officer is directed to report, on a <br /> monthly basis, on the financial status of each pro3ect element in <br /> Section 3 and on the total revenues received or clazmed. <br /> <br /> <br />
