Memo

To:

From:

CC:

Date:

Re:

Cabarrus County Board of Commissioners

Jean Kennedy and Rick Payne

John Day, County Manager

08/05/03

Presentation of Ketner Award

Cabarrus County Recycling and HHW Coordinator, Eileen Sousley and ITS Analyst Debbie
Hinkle were recently named as recipients of a 2003 Ralph Ketner Employee Productvity Award.
Each year, this awards program donates $10,000 to reward innovative county employees for their
successful productivity improvements.

Eileen was rewarded for her entry, "Online Office Supply Swap Shop". The Swap Shop was
started after a waster assessment of each department revealed that some departments had a surplus
of commonly used office supplies while other depamnents ordered these supplies on a regular
basis. Debbie Hinkle developed a program running on the county Intmnet that enabled employees
to post surplus supplies and to request supplies of others. Eileen coordinated the moving of large
items through the General Services staff.

The Swap Shop has saved numerous departments money on replenishing some of their ever
dwindling office supplies and has enabled other departments to obtain useful furniture and
equipment where budgets prevented the purchase.

The North Carolina Association of County Commissioners' review committee ranked this
project as one of the top ten of the 98 applications received. Eileen and Debbie were awarded
a check for $1,000 at the Association's Annual Conference, held August 15, 2003 in
Greensboro.

· Page 1
