First Charter Bank has opened a branch office in Logan, a predominately minority <br />community (Census Tract 421). This branch is located in a community center that <br />also provides healthcare services. <br /> <br />Examine the Community Needs Assessments and Community Reinvestment <br />Activities of local banks to determine the adequacy of these activities as <br />compared to community needs as determined through the jurisdiction's <br />planning process. Several local banks are participating in Habitat for Humarfity <br />projects as well as Cabarrns County Community Development Corporation (a <br />CHDO) activities. These banks have worked closely with the City of Concord <br />and Cabarrus County CDC to provide loans and assistance with community <br />development projects. At~ached is Community Reinvestment information in <br />Appendix C. Tables 1-1 and 2-1 illustrate the loans issued to small businesses <br />and small farms. There were 367 moderate-income small business loans for 2002. <br />These constituted 7.5 million dollars. There were 2003 middle income small <br />business loans amounting to 50 million. Housing rehabilitation and affordable <br />housing production are considered important goals in Cabarrus County and the <br />local financial institutions are participating. <br /> <br />Do local financial institutions participate in housing projects or in the <br />funding of housing related services sponsored by the jurisdicfion? Yes (see <br />above) <br /> <br />Step 9. Discrimination in the Building and Construction Industry. <br /> <br />1. Do local building codes include the requirements of the Federal Fair Housing <br /> Act of 19887 No. Cabarrus County provides building inspection services for the <br /> unincorporated areas of the county, Mount Pleasant, Harrisburg, Midland, Concord, <br /> and Kannapolis. Cabarms County adopted the North Carolina State Building Codes <br /> which do not include the Fair Housing measures, however, fair housing regulations <br /> are enforced by the Cabarms County Planning Services Department. The Planning <br /> Department disseminates all faiz-housing materials and enforces all related <br /> regulations. <br /> <br />2. If not, how are local builders and architects made aware of these requirements? <br /> These organizations are notified about Fair Housing through newspaper <br /> advertisements, cable television advertisements, radio advertisements, government <br /> websites, and pamphlets located at government offices, libraries, and financial <br /> institutions. <br /> <br />3. How many multifamily dwellings funded by local, state, or federal funds have <br /> been built since March 13, 19917 141 buildings containing over 1,000 units. <br /> <br />4. Are they in compliance with FFHA requirements? ADA requirements? Section <br /> 504?
