Cabarrus County <br />Jail and Courthouse <br />Phase I Scope of Services <br />Exhibit A <br /> <br />Judicial Master Plan <br /> 10/13/2003 <br /> <br />The Judicial Master Plan will be developed to determine the needs of the Court and related <br />agencies looking at a twenty and fifty year time horizon. Forecasts of court personnel and space <br />needs will be developed along with an assessment of the present Courthouse building. The <br />majority of the work will be performed working with representatives of the Court involving <br />meetings held over several weeks. The work prepared for this Master Plan is intended to dovetail <br />with work associated with the previous Cabarrus County Jail Facilities Study will serve as the <br />basis for determining final site evaluation criteria for the Site Selection Study that will be <br />performed concurrently. The following tasks are included as part of this effort: <br /> <br />1) <br /> <br />Facility Assessment <br />a) Identify and document existing allocations of space for each agency in the Courthouse <br />b) Evaluate functionality of the facility in terms of security, safety, public access, circulation, <br /> zoning and operational adjacencies <br />c) Document findings <br /> <br />2) <br /> <br />Operations Analysis <br />a) Observe operations and interview key personnel for the following agencies and functions: <br /> i) Superior Court <br /> ii) District Court <br /> iii)Clerk of Court <br /> iv) Magistrate <br /> v) District Attorney <br /> vi) Grand Jury <br /> vii)Jury Assembly <br /> viii) Bailiffs <br />b) Collect data regarding historic staffing patterns for each agency <br />c) Collect data regarding historic trends in caseload and filings <br />d) Document findings <br /> <br />3) <br /> <br />Forecast Future Needs <br />a) Discuss with NC AOC future court trends, plans for future court programs, and possible <br /> legislative changes that may impact the court system <br />b) Prepare statistical forecast of court workload and personnel for each agency in five-year <br /> increments for a twenty-year time horizon. <br />c) Review projections with each agency <br />d) Document findings <br /> <br />4) <br /> <br />Forecast Space needs <br />a) Establish general space standards based on state judicial guidelines, applicable national <br /> standards and accepted judicial facility planning guidelines to serve as the basis for <br /> calculating space needs <br />b) Develop projection of space needs for each agency in five-year increments for a twenty <br /> year time horizon and for a fifty-year forecast. <br />c) Develop projection of parking needs to coincide with space projections <br /> <br />s) <br /> <br />Master Plan Concepts <br />a) Option I - Develop option for expansion of existing facility to meet 20-year space need <br /> i) Determine best allocation of space within the existing building <br /> ii) Determine potential functional deployment of agencies for expansion <br /> iii)Determine expansion footprint requirements for 20-year and 50-year forecasts <br /> <br />Ware Bonsall Architects <br /> <br /> <br />
