Cabarrus County Jail and Courthouse Phase I Scope of Services Exhibit A Judicial Master Plan 10/13/2003 The Judicial Master Plan will be developed to determine the needs of the Court and related agencies looking at a twenty and fifty year time horizon. Forecasts of court personnel and space needs will be developed along with an assessment of the present Courthouse building. The majority of the work will be performed working with representatives of the Court involving meetings held over several weeks. The work prepared for this Master Plan is intended to dovetail with work associated with the previous Cabarrus County Jail Facilities Study will serve as the basis for determining final site evaluation criteria for the Site Selection Study that will be performed concurrently. The following tasks are included as part of this effort: 1) Facility Assessment a) Identify and document existing allocations of space for each agency in the Courthouse b) Evaluate functionality of the facility in terms of security, safety, public access, circulation, zoning and operational adjacencies c) Document findings 2) Operations Analysis a) Observe operations and interview key personnel for the following agencies and functions: i) Superior Court ii) District Court iii)Clerk of Court iv) Magistrate v) District Attorney vi) Grand Jury vii)Jury Assembly viii) Bailiffs b) Collect data regarding historic staffing patterns for each agency c) Collect data regarding historic trends in caseload and filings d) Document findings 3) Forecast Future Needs a) Discuss with NC AOC future court trends, plans for future court programs, and possible legislative changes that may impact the court system b) Prepare statistical forecast of court workload and personnel for each agency in five-year increments for a twenty-year time horizon. c) Review projections with each agency d) Document findings 4) Forecast Space needs a) Establish general space standards based on state judicial guidelines, applicable national standards and accepted judicial facility planning guidelines to serve as the basis for calculating space needs b) Develop projection of space needs for each agency in five-year increments for a twenty year time horizon and for a fifty-year forecast. c) Develop projection of parking needs to coincide with space projections s) Master Plan Concepts a) Option I - Develop option for expansion of existing facility to meet 20-year space need i) Determine best allocation of space within the existing building ii) Determine potential functional deployment of agencies for expansion iii)Determine expansion footprint requirements for 20-year and 50-year forecasts Ware Bonsall Architects
