Cabarrus County <br />Jail and Courthouse <br />Phase I Scope of Services <br />Exhibit A <br /> <br />Site Selection Study <br /> 10/13/2003 <br /> <br />The Site Selection Study will utilize an objective evaluation process to select the best site for the <br />Jail and Courthouse considering both the 20-year projection of need as well as the 50-tear <br />forecast. The effort will be based on work prepared in the Cabarrus County Jail Master Plan, <br />completed in 2002 and the Judicial Master Plan that will be performed concurrently with this <br />study. This activity will involve participation of County staff in the identification of potential sites <br />as well as the evaluation of three sites for final consideration. Tasks are as follows: <br /> <br />1) <br /> <br />Analyze Potential Sites <br />a) Establish preliminary criteria for evaluating sites, such as the following: <br /> i) Physical characteristics <br /> ii) Size and configuration <br /> iii)Topography <br /> iv) Drainage <br /> v) Vegetation <br /> vi) Accessibility <br /> vii)Zoning and Land Use <br /> viii) Potential acquisition cost <br /> ix) Potential development cost <br />b) Evaluate sites identified by the County <br /> i) Review site data provided by the County <br /> ii) Establish evaluation criteria and relative weight for each <br /> iii)Establish evaluation scoring method <br /> iv) Document scoring in preliminary Site Evaluation Matrix <br />c) Conduct evaluation workshop with County representatives <br /> i) Review site evaluation process <br /> ii) Review preliminary Site Evaluation Matrix <br /> iii)Identify 2 sites for further evaluation <br /> <br />2) <br /> <br />Evaluate Sites <br />a) Review additional site data if required <br />b) Develop Master Plan Concepts for each site to examine development potential <br /> i) Prepare site Master Plan showing <br /> (1) Access and circulation <br /> (2) Parking areas <br /> (3) Building footprint <br /> (4) Future expansion <br /> (5) Green space/plaza areas <br /> (6) Drainage <br /> (7) Neighboring context <br /> ii) Prepare 3D massing studies to show relation of new development to existing context <br />c) Evaluate and compare the two sites <br /> i) Identify specific criteria and weighting such as the following (1) Economic impact <br /> (2) Environmental impact <br /> (3) Safety and security <br /> (4) Development cost <br /> (5) Expansion and future flexibility <br /> ii) Evaluate the sites <br /> (1) Establish evaluation scoring method <br /> <br />Ware Bonsall Architects <br /> <br /> <br />
