The foundation of the Division of Community Corrections' strategy is the establishment and <br />utilization of a graduated continuum of community-based punishments. These sanctions provide <br />quality supervision and control over the offender and also deliver needed educational, vocational, <br />and substance abuse programming for the offender at a cost considerably below the cost of <br />incarceration. <br /> <br />Judicial District 19A is a one-county district serving Cabarms County. This district consists of <br />36. The offices of District 19A are located within the basement of the Cabarrus County <br />courthouse. The Judicial District Manager and two Chief Probation/Parole Officers supervise <br />the field operations within the district. Judicial District 19A is responsible for supervising <br />approximately 1,800 offenders at this time. A detailed analysis of offender supervision, <br />operations, initiatives, and human resources is depicted in this annual report for fiscal year 2002- <br />2003. <br /> <br />1 <br /> <br /> <br />
