The foundation of the Division of Community Corrections' strategy is the establishment and
utilization of a graduated continuum of community-based punishments. These sanctions provide
quality supervision and control over the offender and also deliver needed educational, vocational,
and substance abuse programming for the offender at a cost considerably below the cost of
incarceration.

Judicial District 19A is a one-county district serving Cabarms County. This district consists of
36. The offices of District 19A are located within the basement of the Cabarrus County
courthouse. The Judicial District Manager and two Chief Probation/Parole Officers supervise
the field operations within the district. Judicial District 19A is responsible for supervising
approximately 1,800 offenders at this time. A detailed analysis of offender supervision,
operations, initiatives, and human resources is depicted in this annual report for fiscal year 2002-
2003.

1
