ICABARRUSCOUN~I
CAROLINA

Memo

To:

Board of Commissioners

From:

Mike Downs
Public Safety Director

CC: John Day
County Manager

Date: October 10, 2003

Subject:

Future EMS Station

The City of Kannapolis has approached our office about the possibility of co-locating an
Emergency Medical Services Station (EMS) with their proposed new fire station. The
new station is to be located in the northwest part of the county on the new Kannapolis
Parkway (Westside bypass), approximately IA of a mile north of Highway 73 West. In
response to the growth that has been occurring in this part of the county and that of
already approved subdivisions, Kannapolis must look to expand their fire service in this
area. For the same reasons the county should begin to look in the same area for a new
EMS station in order to maintain the low response time that the public expects. This
station could house a new ambulance/crew and also allow the service to move an existing
ambulance from Station # 1.

Please review the attached information concerning their proposed construction schedule,
a map showing the proposed location, and finally the projected size and cost of the new
station. You will see that Kannapolis has already identified an estimated cost to the
county should we decide to co-locate. In our discussion, the city was open to
negotiations on payment methods for the new facility. Both co-ownership and lease
options were discussed.

The City of Kannapolis is now ready to proceed with securing an architect to begin
designing the station. They are asking for some direction from the county as to whether
we would be interested in the joint project. It would be the staff's recommendation, if
possible, to proceed with the planning stages and inform Kannapolis to include Cabarms
County EMS in the design meetings. Staff is now requesting direction from the Board
on how to proceed.

Department o!
