ICASARRUSCOU~!
NORTH CAROLINA

Memo

To: Board of Commissioners
From: Mike Downs [~ ~''
Public Safety Director

CC: John Day
County Manager

Date:

September 7, 2003

Subject:

2003 Homeland Security Grant

For the year 2003, Cabarms County has been identified to receive a Department of
Justice Grant (Homeland Security) for the purpose of improving our capabilities
countywide to respond to terrorist related incidents. The amount to be received is
$133,791.00. As our office did for the year 2002, we met with the emergency related
agencies throughout the county and requested them to review their capabilities and to
submit a prioritized list of needs to improve those capabilities. The agencies involved
were our full time governmental response agencies (municipal and county), volunteer fire
and rescue departments, public schools systems, and the Northeast Medical Center.
Attached is the list of requests that our office received. After a review from our office to
make sure that each type of request was within the guidelines of the grant we proceeded
to evaluate the requests based on countywide response needs and capabilities. As a result
of our review we identified the equipment on the attached list to be the most important
items needed at this time to enhance the county's ability to respond. The list has been
submitted to and approved by the state. We will be given the authority to proceed with
the purchase of these items shortly.

In addition to the original grant, Cabarrus County will receive $403,418.00 of
supplemental funds to assist with the purchase of additional equipment. As you will note
on the attached request form, our response agencies have already identified additional
items needed for their agencies.
