Bonds <br />Clerk to Board <br /> <br /> (F-3) Consent Agreement for Winding Walk Subdivision (formerly Watermark <br /> Subdivision) <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, presented the proposed <br />Consent Agreement for Winding Walk subdivision (formerly Watermark Subdivision) <br />located on the southeast side of Harris Road in Township 2. He reported the <br />Planning and Zoning Commission approved the subdivision at its July meeting <br />conditioned upon the completion of a Consent Agreement addressing school adequacy <br />issues. Shea Homes, the developer, is proposing a 472-1ot subdivision on <br />approximately 232 acres with a proposed density of 2.03 units per acre. The <br />developer agreed to contribute $500.00 per lot to go toward school adequacy <br />issues (letter dated July 17, 2003) before the new policy on advancing school <br />adequacy was adopted on August 25. <br /> <br /> UPONMOTION of Commissioner Privette, seconded by Vice Chairman Suggs with <br />Commissioners Privette and Carpenter, Chairman Freeman and Vice Chairman Suggs <br />voting for and Commissioner Carruth voting against, the Board approved the <br />Consent Agreement with Shea Homes LLC for the Winding Walk Subdivision (formerly <br />Watermark Subdivision) and authorized the County Manager to execute the Agreement <br />on behalf of Cabarrus County. The Consent Agreement included the payment of <br />$500.00 per single family lot to advance school adequacy with the payment to be <br />made at the issuance of building permlttlng. <br /> <br /> (F-4) Hotel and Conference Center Incentive Grant Program <br /> <br /> AS directed by the Board on August 25, Commissioner Carpenter reported that <br />she and Vice Chairman Suggs had met with Concord Councilmen Lamar Barrier and A1 <br />Brown, along with the City and County Managers and Attorneys, regarding the <br />convention center pro~ect. She stated they had discussed a proposed Hotel and <br />Conference Center Incentive (H/CCDI} Grant Program that would use revenue from <br />the occupancy tax and local option sales tax to grant an incentive over a period <br />of five years to John Q. Hammons or other hotel and convention center builder. <br />Project qualifications for the Grant included the following: <br /> <br />· Minimum size of a project to qualify for consideration: <br /> <br /> Level I H/CCDI Grant projects shall include a minimum of 150 rooms in <br /> a full service hotel and a conference center with a minimum of 20,000 <br /> square feet of dedicated meeting space and a main ballroom of 12,500 <br /> square feet or more. <br /> Level II H/CCDI Grant projects shall include a minimum of 250 rooms in <br /> a full service hotel and a conference center with a minimum of 40,000 <br /> square feet of dedicated meeting space and a main ballroom of 25,000 <br /> square feet or more. <br /> <br /> Level I grants are equivalent to a maximum of 45% of the revenues received <br /> from the local option I cent and three local option ~ cent sales taxes <br /> generated at the project, less State collection fees, plus up to 45% of the <br /> revenues from the 6% local occupancy tax generated by the project, less <br /> County collection fees, for a period not to exceed five full years of <br /> operation. <br /> <br /> <br />
