CABARRUS COUNTY DSS MEMORANDUM

TO:. MR. COOK
CC:
FROM: JANE CAUTHEN
DATE: 09/12/03
RE: FOSTER CARE INCREASE

As of 9/11/03 the current number of children in Foster Care is 197. The State standard per
worker is 15 children which would indicate a need for 13 FTE to be within standard. We currently
have 9.75 FTE as well as one temp position which results in an average of 19.3 cases per worker.
Dynamics and intense needs within the families we serve make it virtually impossible for workers to
provide adequate services with caseloads over standard. There has been a steady increase of children
coming into care averaging 10 - 13 new children per month during the last 3 months. We will not be
losing custody of any children in the near future. A significant number of children coming into
custody are eligible for TEA funding which allows us to claim 100% reimbursement on those
children.

Due to increased numbers of children coming into care, the struggle to provide quality services,
and the availability of TEA funding, I am requesting an additional Foster Cate position in order to
meet the needs of children in our custody.
