<br /> The North Carolina Department of Health and Human Services Office of
<br />Economic Opportunities has declared October 30, 2003, as Weatherization Day. Ms.
<br />Kelly Sifford, Community Development Manager, submitted a local proclamation for
<br />adoption by the ~oard.
<br />
<br /> UPON MOTION of Commissioner Privet~e, seconded by Commissioner Carpenter
<br />and unanimously carried, the Board adopted the following Proclamation.
<br />
<br />PROCLAMATION OF WEAT}{ERIZATION DAY 2003
<br />
<br /> Whereas, October is National Energy Awareness Month, and October 30 is
<br />designated as National Weatherization Day; and
<br />
<br /> Whereas, the County of Cabarrus has a long standing commitment to conserve
<br />its resources and to help low-income households through its Weatherization
<br />Assistance Program; and
<br />
<br /> Whereas, the State of North Carolina has administered the Weatherization
<br />Assistance Program since its inceptIon 1n'1976, providing a variety of state and
<br />fedeFal resources through numerous community action agencies, housing authorities
<br />and departments of local government that serve people in every county in the
<br />state; and
<br />
<br /> Whereas, it is important to recogniz.e the importance of those programs that
<br />ensure that all residents, especially 2hose living at or below the federal
<br />poverty level, have the opportunity to live in energy efficient, healthy, safe,
<br />and comfortable homes as provided for by the Weather~zat~on Assistance Program;
<br />
<br /> Now, Therefore, I, Robert M. Freeman, Chairman of Cabarrus County Board of
<br />Commissioners, dO hereby proclaim October 30, 2003 as:

<br /> The 4-N SOS Goldminers received $10,000.00 from the Philip Morris Employee
<br />Community Fund Grant to provide special program supplies and purchased services.
<br />

<br />and unanimously carried, the Board adopted the following budget amendment.

<br />TYPE OF ADJUSTMENT: Supplemental Request
<br />PURPOSE OF REQUEST: Appropriation of Philip Morris Employee Fund Grant received
<br />by Cooperative Extension on August 08, 2003. Funding will provide special
<br />program supplies and purchased services which includes enrichment activities. No
<br />matching county funds are needed.

<br /> UPON MOTION of Commissioner Privet=e, seconded by Commissioner Carpenter
<br />and unanimously carried,, the Board approved the September 2003 Release-Refund
<br />Report as submitted by J. Brent Welsher, Tax Administrator, pursuant to North
<br />Carolina General Statute 105-381 and granted authority to the Tax Collector to
<br />process the refunds and releases.
