Issues addreseed included the need to create new jobs <br />in Cabarz~/s County and the possibility of the incentive grants being tied to the <br />number of jobs created by a company. <br /> <br />(G-3) C~b&rrus Cpunty Public Librar7 - '5004 for (Librar7) Fines" Event <br /> <br /> Mr. Tom Dillard, Library Director, presented the proposal to hold a ~Food <br />for Fines" event at the four branches of the Cabarrus County Public Library and <br />the Bookmobile for the period December 1 - 13, 2003. The Library would collect <br />food items (one food item - $2.00) instead of monetary fines for overdue library <br />materials. The food items collected will be given to local charitable <br />organizations for distribution to those in need. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Prlvette <br />and unanimously carried, the Board approved the "Food for Fines" event for the <br />Cabarrus County Public Library system for the period December 1 - 13, 2003. <br /> <br />(G-4) FY 2002-0~ ]tnnu&l Report for th9 Division of Co=~unit~ Corrections, <br />Judicial Distric~ 19A <br /> <br /> Ms. Catherine Combs, Judicial District Manager of the Division of Community <br />Corrections, presented the Annual Report for Fiscal Year 2002-2003 for Judicial <br />District 19A of the North Carolina Department of Correction, Division of <br />Community Corrections. She reviewed ths.annual report and the effects of that <br />department in Cabarrus County. Highlighted items included the Community Service <br />Work Program and the Criminal Justice Partnership Program. <br /> <br />(G-5) 2003 Cabar3~us Count~ Fair Report <br /> <br /> Ms. Mary ~tt~n Cooper, County Fair C~ordinWtor, reported a successful 2003 <br />County Fair. She cited an increase in attendance, gate revenue and ride revenue. <br />Ms. Cooper expressed appreciation to all that had helped to make the Fair a <br />success, including participants, volunteers, County staff, etc. <br /> <br /> Board men~3ers congratulated Ms. Cooper on the successful 200~ County Fair <br />and commended her for her work. <br /> <br />(~-6) Clbarrus A~en& and Events Oanter Ogtobar Activity Report - Mark ChaDDuis <br /> <br /> Mr. Mark Chappuis, A~ena and Events Center General Manager, presented an <br />update on activities at the Arena. He reviewed recent events and listed a number <br />of events planned during the month of October, including the Christmas Made in <br />the South Show and the Shrine Circus. <br /> <br />(~-7) Board of C~mmissioners Liailon Mea~in~s with Local Municipalities <br /> <br /> Mr. JOnathan Marshall, Planning Services Director, reported that staff and <br />Commissioner lia&sons had met with representatives of the various municipalities <br />to discuss transitional zoning and adequate public facilities for schools. The <br />Board had agreed to these meetings at a work session on August 25, 2003. <br /> <br /> Bach Board member presented a brief report on his/her meeting with County <br />staff and representatives from the respective municipalities: <br /> <br /> Commissioner Carruth - City of Concord (City and County staff are <br /> to discuss technical issues associated with transitional zoning.) <br /> <br /> Chairman F~eeman - Town of.MIdland; City of Locust (Water Situation <br /> and zoning for Locus= in Cabarr~s County) (Note: The Town of <br /> Stanfield has not responded to a request for a meeting.) <br /> <br /> Commissioner Privette - City of Kannapolls (Proposed legislative <br /> annexation of an area near Huntersville and concern about the water <br /> plant that is currently being operated by Pillowtex employees) <br /> <br /> Vice Chairman Suggs - Town of Mt. Pleasant (Support for transitio~ral <br /> zoning and general revenue problems of small towns) <br /> <br /> Commissionmr Carpenter - Town of Harrisburg (Growth issues and <br /> difference in the .Town and County density requirements) <br /> <br /> Mr. Marshall reported that Cou~t~ staff is working with the Town of <br />Harrisburg to develop a new type of zonlng district that would address the Town's <br />concerns about density requirements. Also, he stated the municipalities are <br />interested in the development of a Memorandum of Understanding that would detail <br /> <br /> <br />
