(SRCSC), presented a brief overview of SRCSC and its <br />association with Cabarrus County. In 1994, the State Department of Health and <br />Human Sea-vices asked SRCSC to become the grant6e for Cabarrus County to receive <br />Community Service Block Grant and Workforce Investment Program funds. The agency <br />receives approximately $200,000.00 annually in grant funds to operate the <br />Community Servicm Block Grant program, including education and housing, and a <br />workforce lnvestment youth program in Cabarrus County. Ms Fields reported <br />Cabarrus County has not had any members on the SRCSC Board of Directors for <br />several years and asked for the appointment of two individuals to the SRCSC Board <br />to serve as ~watch care" persons over the funds received for Cabarrus County. <br /> <br /> Mr. Albert Ruff, Director of the Community Service Block Grant Education <br />Program, reported the program assists persons with tuition, books and supplies. <br />Persons must have a high school diploma or equivalent to qualify for assistance. <br /> <br /> Commissioner Carpenter reported she had served on the SRCSC Board of <br />Dlrectors on several occasions. She stated she had resigned her last appointment <br />when the State transferred the County's weatherization program funds from SRCSC <br />directly to Caba~rus County. Also, she stated there had been concerns because <br />of leadership changes and the direction of the organization. <br /> <br /> UPON MOTION of Co~issioner Privette, seconded by Commissioner Carr~th and <br />unanimously carried,' the Board asked the County Manager and Commissioner <br />Carpenter to explore the request by the Salisbury Rowan Community Service Council <br />and to bring-back a recommendation to the Board. <br /> <br />(G-4) Resolution b~ the ~L~dland Town Council Re~ard{~ ~ha Futura Use of the O~ <br />Bethel School Pro~ert~ <br /> <br /> Commissioner Carpenter presented the following Resolution that had been <br />adopted by the Midland To~n Council. <br /> <br /> Resolution Requesting of Cabarrus County <br /> Possible Town Uses for the Old Bethel School Building <br /> <br /> WHEREAS, the Old Bethel School Building has been retired from use as a <br />school and Cabarr~s County is now beginning to consider possible future uses for <br />the abandoned building; and <br /> <br /> WH~RF_J%S, the Town of Midland continues to need athletic facilities for the <br />youth llving in Midland as well as those living in the unincorporated areas of <br />southeFn Cabarrus County; and <br /> <br /> WHEREAS, the Town of Midland is in need of a centralized office with <br />meeting rooms to conduct the business of running the Town; and <br /> <br /> ~, Cabarrus County is in need of office space for those governmental <br />sez-vices provided to the citizens of Midland as well as those living in the <br />unincorporated armas of southern Cabarrus County includlng a satellite Sheriff's <br />office and a senior day care facility; and <br /> <br /> WHEREAS, the Rowan Cabarrus Community College has indicated the need to <br />expand into the southern area of Cabarrus County; and <br /> <br /> <br />
