In preparing for this action, the staff has <br />reviewed several options for the future of this function. As a result, the staff is <br />recommending that these duties be brought in-house. To do this, the following process <br />will need to be taken. The functions of the Cabarrus County Transportation Service <br />(CCTS) will be incorporated into the duties of our Transportation Services Department. <br />The non-emergency transportation service will be incorporated in the Emergency <br />Medical Services Department (EMS) by creating a new division that will specialize in <br />these activities. This process will include the creation of county positions to perform the <br />duties that are presently being done by Mid-State Transportation. A proposed <br />organizational chart is attached for your information and review. These proposed <br />positions will become county employees and as a result will give us the opportunity to <br />improve the service by having more control of scheduling, vehicle maintenance, and <br />overall direction of the employees. The number of positions included is a reduction in <br />the amount employed by Mid-State Transport and as a result additional funds to continue <br />the program in-house will not be required at this time. The associated budget <br />amendments have been attached for your information and review.
