Memorandum <br /> <br />t md.~r <br /> <br />To: John Day <br />From: Jim Cook <br />Date: December 1, 2003 <br />Re: Adoption Incentive Funds <br /> <br />The North Carolina Division of Social Services recently notified us that we were awarded <br />a $13,629.00 Federal Adoption Incentive Grant. These funds were provided to county <br />department of social services across the state for their role in assisting the North Carolina <br />Division of Social Services in surpassing the baseline number of finalized adoptions <br />during previous federal fiscal years. During the previous years, Cabarms County <br />Department of Social Services finalized twenty-two (22) adoptions. We are requesting to <br />bring this matter before the December 15, 2003, Board of Commissioners to request a <br />budget amendment allowing the agency to utilize the Federal Adoption Grant. <br /> <br />The Federal Adoption Incentive Funds is intended to assist the department of social <br />services with the promotion and support of adoption services within the community. In <br />reviewing the needs within our agency, there is currently a backlog of seventeen (17) <br />adoption cases. These cases require further assessments, recruitment of adoptive <br />placements, monitoring of visits between the children and potential adoptive parents, and <br />individualized work with the children to further prepare them for adoption. Therefore, I <br />am proposing that we use these funds to secure a temporary part-time contract Social <br />Worker III to assist with finalizing adoptions in these cases. Through the use of these <br />funds to finalize adoptions, our agency may potentially gain additional Adoption <br />Incentive Funds in future years. <br /> <br />Please feel free to contact me if you should have any additional questions.
