The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, Nove~er 17, 2003, at 6:30 p.m. <br /> <br /> Present - Chairman: Robert M. Freeman <br /> Vice ChaIrman: Richard D. Sug~s <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were Mr. John D. Day, County Manager, Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Freeman called the meeting to order at 6.35 p.m. <br /> <br /> Senior G~rl Scout Troop 2810 of Forest Hill Un,ted Methodist Church <br />g~ducted the Flag Ceremony. Scouts Kayla Garcla, Christina McAdams and <br />Elizabeth Price participated in the ceremony. <br /> <br /> CommIssioner Privette gave the invocation. <br /> <br /> Chairman Freeman recognlzed members of Cub Scout Pack 1008 from Gllwood <br />Presbyterian Church who were present for the meeting <br /> <br />(A) APPROVAL OR CORRECTION 0F MINUTES <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth and <br />unanimously carried, the Board approved the minutes of October 20 and October 27, <br />2003, as written. <br /> <br />(B) APPROVAL OF TH~ AGENDA <br /> <br /> Commissioner Carpenter asked for the addition of a Resolution by the <br />Midland Town Council concerning the future use of the old Bethel School Building. <br /> <br /> Mr. Hartsell asked that Consent Item F-7 (Grant of Utility Right of Way to <br />the City of Concord for the New Bethel Elementary School) be removed from the <br />Consent Agenda for consideration after the Closed Session <br /> <br /> UPON MOTION of Co~ss~oner Carruth, seconded by Commissioner Carpenter and <br />unanimously carried, the Board approved the Agenda with the changes requested by <br />CommissIoner Carpenter and Mr. Hartsell <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br /> Chairman Freemgn reported that a length-of-service ceremony was held for <br />County e~ployees this afternoon (Nove~er 17). He stated employees recognized at <br />that time represented over 827 years of service to Cabarrus County. <br /> <br />(D) INFORMAL PUBLIC COMM~I~S <br /> <br /> Chairman Freeman opened the meeting for Informal Public Comments at 6:38 <br />p.m. He stated each speaker would be limited to three minutes. <br /> <br /> Mr. Mark Smith, resident of Scotland Drive, Concord, stated in h~s op~n~on <br />the proposed convention center would brlng economic activity and revenue to <br />Cabarrus County. However, he said the Board should not forget the Expo Center <br />(Arena and Events Center) and requested the establishment of a task force to <br />analyze the local facility and other centers across the state. He further stated <br />a plan should then be developed and changes implemented that would enable the <br />Expo to be a profitable and self-sufficient operation. <br /> <br /> Mr. Mark Chappuis, General Manager of the Arena and Events Center, reported <br />that 4,600 persons attended the Chonda P~erce and Sand~ Patty concert at the <br />;trena this past weekend. He stated the local concert was the nu~%ber one grossing <br />date on the "Girls Night Out" tour in 27 cities. <br /> <br /> There was brief discussion concerning the importance of the tourism <br />industry and the various activities in Cabarrus County during the past weekend, <br />including an AAU Softball Tournament and a tourism convention event held at the <br />Lowes Motor Speedway on Saturday evening. <br /> <br /> There was no one else present to address the Board, and Chairman Freeman <br />closed the Public Comments portion of the meeting at 6:47 p.m. <br /> <br /> <br />
