Time Warner Cable reserves the right to update the enclosed Forms should more information become available to us pdor to implementing the new rates. The following forms are included: FCC Form 1205: This Form calculates uniform equipment and installation rates for Time Warner Cable on a national basis. The rate shown on this Form indicates the maximum permitted rate. While this is the rate w'e are permitted to charge, our actual rate may be lower. The actual rate will be determined at least 30 days prior to January 1, 2004. FCC Forms 1240 & 1235: These are the same Forms you received last year. The combination of these Forms set the 2004 Basic Service Tier (BST) rate. The 2004 BST is equal to Form 1240, line 110, plus Form 1235, Part III, Line 4, column (a). Please note that Form 1235 is an abbreviated cost of service filing for cable network upgrades. The 1235 form calculates tile amount permitted which is a component of the BST rate. This amount represents costs associated with the completion of our plant upgrades. The Forms 1240 and 1235'do not report CPST rate information. As you are aware, CPST rates remain unregulated. The rate for our CPST service will be submitted no later than December 1, 2003. We are filing these Forms with you as required by the FCC as our 90-day notification of a proposed rate increase.
