Also, additional site work and storm drainage installation
was required as a result of relocating the Exhibit Hall. As agreed to in the
original contract, the cost was $10.00 per cubic yard to remove the unsuitable
material and $5.00 per cubic yard to replace the soil with compacted fill
borrowed from on site. The unsuitable soil was placed at the front of the
property along Highway 49 on areas that will be used for overflow parking.

Mr. Jon R. Skytta, Soils Engineer with Carolinas Engineering, responded
to questions regarding the soil removal/replacement at the Expo site.

There was discussion about the type of soil at the Expo site and the
cost for removing the unsuitable soil. Commissioner Suggs stated in his
opinion the removal cost at $10.00 per cubic yard was "excessive."

UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth
and unanimously carried, the Board approved the following "Change Orders" with

Matthews Construction Company, Inc.

Change Order #1 - Removal and Replacement of Unsuitable Soils -
Change Order #7 - Revisions to Storm Drainage System -
Change Order #9 - Removal and Replacement of Unsuitable Soils -
Change Order #14 - Removal and Replacement of Unsuitable Soils -
Change Order #18 - Removal and Replacement of Unsuitable Soils -
TOTAL

$105,413.00
$ 90,386.00
$180,674.00
$216,761.00
$ 20,000.00
$613,234.00

CONSENT AGENDA

At the request of Commissioner.
