<br /> UPON'MOTION of Coramissioner Fennel, seconded by Commissioner Privette and
<br />unanimously carried, the Board authorized the County Manager, Finance Director
<br />and the County Attorney to proceed with the application to the State Treasurer
<br />for the debt financing for 'the schools and Expo projects and to take other
<br />steps as necessary to finalize the funding process. Further, the Board
<br />authorized the reimbursement to the County for any expenditures the County
<br />incurs associated with the school construction projects in advance of the .sale
<br />of the Certificates of Participation, including land costs, architectural fees,
<br />etc.

<br /> Ms. Grace Mynatt, Chair of the Cabarrus Board of Education, expressed
<br />appreciation to the Board for moving forward with financing the school
<br />construction projects. She stated the School Board would look closely at each
<br />dollar and hopefully generate savings in a number of areas, including the
<br />construction of the gyms at less cost than.originally planned.

<br /> Commissioner Privette 'presented a proposed Resolution calling for the
<br />establishment of a Citizen's Commission to address redistricting issues rather
<br />than the North Carolina General Assembly. Recent redistricting legislation
<br />split Cabarrus County into several legislative and congressional districts.
<br />
<br /> There was brief discussion regarding the method for appointing members to
<br />the proposed Citizen's Commission.
<br />
<br /> UPON MOTION of Commissioner Privette, seconded by Commissioner suggs and
<br />unanimously carried, the Board adopted the following Resolution.

<br />CABARRUS COUNTY BOARD OF COMMISSIONERS
<br /> Resolution on Redistricting
<br />
<br /> WHEREAS, the General Assembly of North Carolina is required by
<br />constitutional mandate to redistrict legislative and CongreSsional districts
<br />every 10 years~ and
<br /> WHEREAS, the current session of the North 'Carolina General Assembly has
<br />provided the redistricting on a strictly partisan basis resulting in the
<br />unnecessary dividing of many counties and e~en precincts; and
<br /> WHEREAS, the co-chairman of the House Redistricting Committee has
<br />admitted that his plan is to provide for a Democrat majority; and
<br /> WHEREAS, the current practice is contrary to the time-honored principle
<br />of the voters choosing their politicians and has become a system where the
<br />politicians choose their voters; and
<br /> WHEREAS, the 1991 controversial redistricting plan resulted in 10 years
<br />of continued litigation; and
<br /> WHEREAS, in order to minimize partisan gerrymandering, 10 states
<br />(Arizona, Colorado, Hawaii, Iowa, Missouri, Montana, New Jersey, Ohio,
<br />Pennsylvania and Washington) have established Citizen's Conunissions with the
<br />responsibility of the reapportionment of legislative and Congressional
<br />districts; and
