Morgan, Cabarrus County Tax Collection Supervisor <br />Cabarrus 'County ~ommissioners <br />01/18/02 <br /> <br />NC Local Government Debt Setoff Program <br /> <br />I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I would recommend that Cabarrus County adopt a resolution to participate in the Debt Set°fl Program, <br />a program that allows local tax collectors to offset delinquent taxes against state income tax refunds. <br />The debts must be over $50 and at least 60 days delinquent. <br /> <br />In addition to the resolution, this will require a memorandum of understanding between the county and <br />the NC Local Government Debt Setoff Clearinghouse, and an account with NC Capital Management <br />Trust. The clearinghouse has contracted with Five Star Computing, Inc. to administer the program. <br /> <br />Additionally, the Board of Commissioners will need to designate someone to hold headngs in the event <br />an item is contested by the taxpayer. ' <br /> <br />Since there are a number of collection remedies aVailable to our office currently, we plan to use this <br />collection tool as a "last resort" in Collection of real estate, motor vehicle, and EMS billing. <br /> <br />I will be happy to discuss further at your convenience. <br /> <br /> <br />
