A $15 fee will be withheld from the credit to the first county or city. If the county or city <br /> submitted multiple debts under the same debtor name and social security number on the same date (e.g. <br /> the county or city chose not to combine multiple debts under the same debtor name and social security <br /> number), the county or city will only be charged one $15 fee. Again, the county, or city cannot <br /> charge the debtor for the $15 and must reduce the debt by the entire amount withheld. <br /> <br /> · Should the individual debtor's refund exceed the first county or city's total debt and another county or <br /> city has submitted other debt(s) owed by' the same debtor, the debtor's remaining refund will be <br /> reduced by the amount of the second county or city's debt and the $15 fee will also be withheld from <br /> the credit to the second county or city. This procedure shall continue through the priority of debtors <br /> should there be sufficient refund due the debtor. <br /> <br /> · If a refund is due to a debtor in a subsequent year and the debt continues to exceed $50, the refund shall <br /> be paid to the county or city that remains next in the order in priority, including a county or city that <br /> received a partial payment of its debt from the refund due in a prior year and a new $15 match fee shall <br /> be charged. The Agreement includes a <br />participation form that requires the designation of a Local Debt Setoff Coordinator and a Local Debt Setoff <br />Contact (the same staff member may serve in both roles). Please return an original executed copy of the <br />Agreement. Should you choose to have this approved by your board or council, please find enclosed a sample <br />resolution that could be used for adoption by your Board of County Commissioners or your City Council <br />(Addendum E). <br /> <br />NCACC, NCLM, and Five Star Computing, Inc. will be conducting two training seminars for participating <br />member counties and cities. These seminars are scheduled for November 27, to be held at City of Hickory <br />Council Chambers, 76 N. Center Street, and November 29, to be held at City of Wilson Council Chambers, 112. <br />N. Goldsboro Street. Both sessions will begin at I p.m. with an overview of the program and its legal <br />requirements, to be followed by technical training regarding data collection and transmission procedures, to <br />conclude by 4:00 p.m. Due to space constraints, please send no more than three representatives per county or <br />city and notify the NCACC by email (John.
