Included in TEA21 is language authorizing the Federal
Recreational Trails Program (RTP).

The authorized national appropriation for the 2002 RTP is $50,000,000.00. North
Carolina's share is projected to be $1.1 million.

The intent of the RTP is to help fund trails and trial-related recreational needs at the
State level. Funding comes from Federal gas taxes paid on .non-highway fuel used in
off-highway vehicles. The State's goal is to.foster cooperative relationships with local
government, non-profits, and volunteer groups for long-term development and
management of trails in North Carolina.

The RTP is a reimbursable_ Grant and is for 1475' of the proposed 6200' of trail
development at North Cabarrus Park.

The maximum funded amount
Applicant Match
Total Project Amount

$50,000.00
$12,500
$62,500

The 2002 RTP requires the applicant provide 20% of the total project cost. The 20%
($12,500) is appropriated in FY 01-02 budget for North Cabarrus Park trail
development.

If funded, North Cabarrus Park would have a fully accessible perimeter trail system
encompassing the property north of Irish Buffalo Creek. The original master plan did
not include a perimeter trail, only trail segments. The proposed trail would enhance the
Park by providing a more comprehensive trail system for walkers, joggers, and cyclists.
