Page 266 <br /> <br />Sergeant Charles C. Ludwig - Cabarrus County Sheriff's Department <br /> <br /> Sheriff Brad Riley recognized Sergeant Charles C. Ludwig on his retirement <br />from the Cabarrus County Sheriff's Department. Sergeant Ludwig began work on <br />August 30, 1982 and retired on Dece~%ber 1, 2001. <br /> <br /> On behalf of the Board, Commissioner Fennel presented a plaque to Sergeant <br />Ludwig in appreciation for his service to Cabarrus County and its citizens. <br /> <br /> The Board congratulated Sergeant Ludwig on his retirement and thanked him <br />for his service to Cabarrus County. <br /> <br /> Sheriff Riley offered his personal thanks to Lieutenant Stencil and <br />Sergeant Ludwig, stating both had been fine examples of loyalty, dedication and <br />commitment to the Sheriff's Department and the citizens of Cabarrus County. <br /> <br />Cabarrus County Fair Awards Given by the North Carolina Association of <br />Agricultural Fairs <br /> <br /> Ms. Dabble Bost, County Extension Director, recognized the following <br />Cabarrus County Fair officials who were present for the meeting: Harold <br />McEachern, General Manager; Mary Ann Cooper, Operations Manager3 Estus White, <br />Fair Board President; and Fair Board members James W. Lentz and Marvin Bost. She <br />stated the 49=h Annual Fair received the following awards in =he largest <br />attendance category: First Place - Fair Book (catalog competition); Second Place <br />- Agriculture Honors; and Second Place - Youth-Agriculture. In addition, the <br />Fair received the First Place Goodness Grows Award from the North Carolina <br />Department of Agriculture as well as the coveted Image Award given by the North <br />Carolina Association of Agricultural Fairs. Finally, Ms. Cooper received =he <br />Holmes-McBride Memorial Award for "dedicated service to humanity." <br /> <br /> Mr. McEachern ex-pressed appreciation to Fair staff members and the citizens <br />of Cabarrus County for the team effort in making the 2001 Fair such a success. <br />He stated the Fair Board is looking forward to working with Mark Chappuis for a <br />successful 2002 Fair. <br /> <br /> Commissioner Prive~te commented on the outstanding Fair in Cabarrus County <br />and paid tribute to the late Clyde Propst for his work in laying the foundation <br />that helped to develop the Fair to what it is today. <br /> <br />OLD BUSINESS . <br /> <br />~x~o Pro~ect Update - Mark Chappuis, Expo General Manager <br /> <br /> Mr. Mark Chappuis, Expo General Manager, commended the Fair officials on <br />their recent awards and thanked the Fair Board for agreeing to donate the <br />administrative office at the fairgrounds to move tO the Expo site for meetings <br />and administrative work. Further, Mr. Chappuis updated the Board on recent <br />activities associated with the Expo project, including such issues as naming <br />rights, vendor agreements, a potential partnership with a major radio group to <br />promote events at the Fair and events planned at the Expo after the 50~" Annual <br />Fair (September 8-15, 2002). <br /> <br /> Mr. Mike Downs, Development Services Director, reported that construction <br />is moving along .well at the Expo site. The walls are up on the Arena building <br />and the steel columns will be going up shortly. Work is also proceeding on the <br />Exhibit Hall and Events Center. Plans for the widening of Old Airport Road are <br />complete and a proposal for the work is expected from the contractor shp~tly. <br /> <br />Report - Addendum to Incentive Grant A~reement for Fieldcrest Cannon, Inc. <br /> <br /> County Attorney Hartsell reported the Board had approved in principle, <br />subject to minor edits, two documents involving Fieldcrest Cannon (Pillow~ex) tax <br />issues, specifically a Stipulated Order for the United States Bankruptcy Court <br />and the Addendum to the Incentive Grant Agreement. Stating a number of technical <br />edits had been made to the Addendum since the Board's action on January 14, Mr. <br />Hartsell recommended that the Board approve the Addendum and authorize the <br />Chairman to execute the Addendum subject to the receipt of an executed copy of <br />the Stipulated Order from the Bankruptcy Court. He further confirmed that the <br />company had paid its 2001 taxes. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette and <br />u~animously carried, the Board approved the following Addendum to the Incentive <br />Grant Agreement with Fieldcrest Cannon, Inc. and authorized the Chairman to sign <br />the Addendum subject to the receipt of an executed copy of the Stipulated Order <br />from the United States Bankruptcy Court. <br /> <br /> <br />
