DRAFT Quality of Life Resolution CABARRUS COUNTY BOARD OF COMMISSIONERS RESOLUTION WHEREAS, Cabarrus County is part of a larger economic region where growth and development decisions can impact neighboring jurisdictions and the region as a whole, and; WHEREAS, Coordination and collaboration among neighboring jurisdictions is essential to preserve and protect the quality of life citizens of Cabarrus County have come to enjoy and expect, and; WHEREAS, Well managed growth and development provides for a high standard of living and a Iow tax burden while still ensuring adequate public services are available to all citizens, and; WHEREAS, Collaborative planning efforts such as The Cabarrus South Rowan MPO 2000 community input study, the Livable Community Blueprint and the Healthy Cabarrus community needs assessment showed citizen concern over population growth, traffic congestion and limited transportation options, preservation of open space and adequate growth management, and; WHEREAS, Segregation of land uses, distant employment centers and limited transportation alternatives lead to lengthy home to work commutes that contribute to greater traffic congestion, unhealthy air, increased stress levels and less time spent with family, and; WHEREAS, Opportunities for biking, walking and other activities that contribute to a physically active lifestyle have been shown to help prevent obesity, heart disease, diabetes, and various respiratory ailments, THEREFORE, WE RESOLVE: 1. To encourage comprehensive, mixed use developments that include integrated residential, commercial and institutional uses, thereby reducing the need for long automobile commutes and encouraging bicycle and pedestrian transportation; 2. Promote long-range, realistic planning for all modes of public transportation; 3. Continue to pursue opportunities to preserve open space for the purpose of supporting recreational opportunities, new tourism, a strong agricultural base and the preservation of our county's rural history and heritage. 4. Ensure adequate protection of our community's precious water resources by promoting the eventual integration of our water resources under the Water and Sewer Authority of Cabarrus County; 5. Encourage conservation and recycling education through such educational institutions as our public and private schools, our local scouting and cooperative extension services and the various civic organizations; 6. Encourage the recruitment and retention of "clean" industries and businesses that help to reduce the levels of industrial pollutants. 7. Continue to seek input from citizens throughout the county in regards to quality of life issues. ADOPTED this the __ day of__, 2002 .e-.x
