DRAFT <br /> <br /> Quality of Life Resolution <br /> <br /> CABARRUS COUNTY BOARD OF COMMISSIONERS RESOLUTION <br /> <br /> WHEREAS, Cabarrus County is part of a larger economic region where growth and development decisions can <br />impact neighboring jurisdictions and the region as a whole, and; <br /> <br /> WHEREAS, Coordination and collaboration among neighboring jurisdictions is essential to preserve and protect <br />the quality of life citizens of Cabarrus County have come to enjoy and expect, and; <br /> <br /> WHEREAS, Well managed growth and development provides for a high standard of living and a Iow tax burden <br />while still ensuring adequate public services are available to all citizens, and; <br /> <br /> WHEREAS, Collaborative planning efforts such as The Cabarrus South Rowan MPO 2000 community input study, <br />the Livable Community Blueprint and the Healthy Cabarrus community needs assessment showed citizen concern over <br />population growth, traffic congestion and limited transportation options, preservation of open space and adequate growth <br />management, and; <br /> <br /> WHEREAS, Segregation of land uses, distant employment centers and limited transportation alternatives lead to <br />lengthy home to work commutes that contribute to greater traffic congestion, unhealthy air, increased stress levels and <br />less time spent with family, and; <br /> <br /> WHEREAS, Opportunities for biking, walking and other activities that contribute to a physically active lifestyle <br />have been shown to help prevent obesity, heart disease, diabetes, and various respiratory ailments, <br /> <br /> THEREFORE, WE RESOLVE: <br /> <br /> 1. To encourage comprehensive, mixed use developments that include integrated residential, commercial and <br />institutional uses, thereby reducing the need for long automobile commutes and encouraging bicycle and pedestrian <br />transportation; <br /> <br /> 2. Promote long-range, realistic planning for all modes of public transportation; <br /> <br /> 3. Continue to pursue opportunities to preserve open space for the purpose of supporting recreational <br />opportunities, new tourism, a strong agricultural base and the preservation of our county's rural history and heritage. <br /> <br /> 4. Ensure adequate protection of our community's precious water resources by promoting the eventual integration <br />of our water resources under the Water and Sewer Authority of Cabarrus County; <br /> <br /> 5. Encourage conservation and recycling education through such educational institutions as our public and private <br />schools, our local scouting and cooperative extension services and the various civic organizations; <br /> <br /> 6. Encourage the recruitment and retention of "clean" industries and businesses that help to reduce the levels of <br />industrial pollutants. <br /> <br /> 7. Continue to seek input from citizens throughout the county in regards to quality of life issues. <br /> <br />ADOPTED this the __ day of__, 2002 .e-.x <br /> <br /> <br />
