DRAFT February 25, 2002 Page 284 Voices and Choices Resolution Adam Hines, M.P.H., M.S., Cardiovascular Health Program Manager with the Cabarrus Health Alliance, presented a proposed ~Quality of Life" Resolution for the. Board's consideration. A regional organization, Voices and Choices, is encouraging each local government to show support for the organization's Quality of Life initiative. Vice Chairman Carruth reported that he and Commissioner Privette worked with Mr. Hines on the proposed Resolution, which is specific to Cabarrus County. He stated the Resolution would be on the March 18=" agenda for the Board's consideration and asked that Board members let him know of any comments/concerns prior to that meeting. K&nnapolis City Schools Facility ResCues= The fo}lowing members of the Karunapolis Board of Education were present for the meeting: Chairman Lee Efird and members Charles Mitchell, Doris Buchanan, Danita Rickard and Millie Hall. Also present were Dr. Jo Anne Byerly, School Superintendent, and Will Crabtree, Director of Business Operations. Mr. Bfird called the School Board meeting to order and expressed appreciation for the opportunity to meet with the County Commissioners. Dr. Byerly outlined the following facility needs for the Kannapolis City Schools, including a cost estimate and breakdown of funding for .each project. (1) New Middle School - There is a lack of space for the growing student population at the'existing middle school and lack of property at the site makes it difficult to place additional mobile classroom units at the school. Further, there are concerns about the outdated g~asium and the media center at the'middle school. Total Cost - $14,000,000.00, including $10,640,000.00 from Cabarrus County (76 percent) and $3,360,000.00 from Rowan County (24 percent). (2) Shady Brook Blementary Wing Addition - Student population continues' to increase, storage and custodial supply closets are used as classrooms and art and music classes operate from a cart. Total cost - $980,640.00, including $334,886.00 from Cabarrus County (76 percent), $105,754.00 from Rowan County (24 percent) and $540,000.00 from Kannapolis City Schools. (3) Fred L. Wilson Wing Addition an~ Res=rooms - Student population continues to increase, there is only one girl's and one boy's res=room for 350 students and the art and music classes operate from a cart. Total cost - $2,900,000.00, including $2,109,000.00 from Cabarrus County (76 percent), $666,000.00 from Rowan County (~4 percent) and $125,000.00 from Kannapolis schools (4) A. L. Brown High Science Wing around Floor - The completion of the lower floor of the science wing that was constructed in 1995 will provide needed classroom space. Total cost $200,000.00 to be funded by Kannapolis City Schools Dr. Bye~ly explained that the Kannapolis Schools portion of the funding would be provided as follows: $780,000.00 from the sale of the Aycock School Site and $85,000.00 from the Public School Building Capital Fund. She presented a 'letter from Mike Legg, Assistant City Manager for Kannapolis, with an updated review of approved residential development and projected student population in the Kannapolis City School District. According to Mr.'Legg's letter, the overall projected impact of new residential development in the school district remains "significant., There was lengthy discussion regarding the facility needs in ~he Kannapolis City School system. Issues addressed by the Board included the following: (1) Funding participation by Rowan County; (2) arowth projections for the Kannapolis area and the impacts that the economy, the Pillowtex situation and water shortage will have on those projections; (3) Debt service associated with the issuance of the additional Certificates of Participation (COP's); and (4) Impact that the removal of capping on County Schools would have on the Kannapolis Middle School population '(estimated by Dr. Byerly at 33 students).
