S .CURING AM .RICA

Dear Fellow County Official,

This year, more than ever before, our citizens
need to know that their county governments are
working hard to protect and safeguard their way
of life. Counties Secure America is the theme for
National County Government Week 2002. In this
time of uncertainty and change, county leaders have the responsibil-
ity, not only to ensure that people are safe, but also to calm fears and
help America's communities get back to life as normal. Your 2002
County Government Week program can help you do that.
Counties play a key role in every emergency, whether that emer-
gency is a natural disaster or some other type ~uch as the events that
occurred on September 11. Counties are first responders because
they are responsible for:

Jr Extinguishing fires
Jr Enforcing the law
Jr Rescuing survivors
Jr Administering on site care by EMTs
Jr Caring for the injured in county hospitals
Jr Rerouting traffic and setting up roadblocks
Jr Organizing evacuations
Jr Notifying citizens of impending events
Jr Operating emergency shelters

Counties bear the burden of protecting our communities, and it
is time to show citizens what you have done to safeguard their way
of life. Use County Government Week to educate your citizens about
the emergency response plans the county has developed, and honor
local heroes such as county firefighters and law enforcers.
During this time of unprecedented national unity, many people
are left wondering what they can do to help. There is an overwhelm-
ing desire among our citizens to participate, to take part in and to do
their share to protect the fundamentals of the American way of life.
