DRAFT <br />March 18, 2002 PaRe 299 <br /> <br /> The Board of Commissioners for the County Of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, March 18, ~002, at <br />6:30 p.m. <br /> <br /> Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Arne L. Fennel <br /> Coy C. PriveCte <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br /> Chairman Freeman called the meeting to order aC 6:34 p.m. <br /> <br /> Boy Scout Troop 91 of'Saint James Lutheran Church conducted the Flag <br />Ceremony. Scouts participating in the ceremony were Jay Dysart, John DysarC, <br />Jr., Michael Gheesling and Chris Murphy. <br /> <br /> Reverend Scott Davis of Pitts Baptist Church gave the invocation. <br />Approval or Correction of Minutes <br /> <br /> UPON NOTION of Vice Chairman CarruCh, seconded by Commissioner Fennel <br />and unanimously carried, the Board approved the minutes of February 18, 2002 <br />and February 28, 2002 as written. <br /> <br />Approval of the Agenda <br /> <br /> Mr. Clifton requested the addition of the following items to the <br />Agenda: (1) Closed Session =o discuss a personnel mat=er; (2) Scheduling a <br />meeting on March 26 with the Kannapolis City Council; (3) Contract for the <br />widening of Old Airport Road; and (4) Recent news article in THE INDEPENDENT <br />TRIBUNE concerning an alleged quote by an employee. <br /> <br /> UPON NOTION of Commissioner Fennel, seconded by Vice Chairman Carruth <br />and unanimously carried, =he Board approved the Agenda with the additions as <br />listed. <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Procl~mation - American Red Cross Month - Nancy Litton, Executive Director of <br />American Red Cross, Cabarrus County Chapter <br /> <br /> Chairman Freeman recognized Commissioner Fennel to read the American <br />Red Cross Month Proclamation. <br /> <br /> Ms. Nancy Litton, Executive Director of the American Red Cross, <br />Cabarrus County Chapter,' invited Board members co a 'Tree of Strength <br />Dedication Ceremony" on March 21. The ceremony will honor the victims and <br />heroes of September 11, 2001, and recognize community contributions of <br />financial support and blood donations. <br /> <br /> UPON NOTION of Commissioner Fennel, seconded by Commissioner <br />and unanimously carried, the Board adopted the following Proclamation. <br /> <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br />AMERICAN R~D CROSS MONTH <br /> PROCLAMATION <br /> <br /> WHEREAS, the American Red Cross is one of our Nation's oldest and most <br />renowned charitable organizations, providing help, hope and healing when <br />disasters or ocher crises strike countries, communities or families around <br />the world; and <br /> <br /> WHEREAS, the American Red Cross, founded by Clara Barton in 1881 and <br />chartered by Congress in 1905 to provide aid in times of need, responds to <br />more than 67,000 disasters nationwide each year, including natural disasters, <br />home fires and catastrophic emergencies - such as the brutal terrorist <br />attacks of September 11, 2001; and <br /> <br /> <br />
