Day, Deputy County Manage <br />February 12, 2002 · <br />Camp Spencer Agreement <br /> <br />For some 50 years the Cabarrus County Boys and Girls Club has owned, operated and <br />maintained Camp Spencer, a recreational facility located on Rimer Road in eastern <br />Cabarms County. The facility was once the site of overnight summer camps for Cabarms <br />County children. In recent years, the summer camps have been held over 6-week periods <br />annually and limited to daytime use only. Limited use and limited funding have <br />prohibited additional development of the facility, as well as replacement of old structures <br />(of generally poor quality). <br /> <br />In late 2000, the Board of Commissioners directed staffto work with the Boys and Girls <br />Club to develop an agreement whereby the county would maintain and further develop <br />Camp Spencer, making it available for use by the general public. Staff was authorized to <br />hire a land planning firm and develop, through a collaborative effort with the Boys and <br />Girls Club, a master plan for Camp Spencer. That plan has been completed and is <br />attached. <br /> <br />A use and development agreement has also been prepared collaboratively and approved <br />by the Boys and Girls Club. The general terms and conditions follow: <br /> <br />The initial term is 25 years at $1.00 per year. There are provisions for a minimum <br />of two 25-year extensions. <br />The development of a master plan is required, and has already been completed. <br />Implementation of the master plan is subject to the availability of county funds. <br />The county will maintain the existing pool facility and make necessary repairs up <br />to an aggregate cost of $75,000 over the term of the agreement, not to exceed <br />$25,000 in any one year. <br />The county will manage, operate and maintain the facility. <br />The Boys and Girls Club may continue to operate its summer day camp without <br />charge. <br /> <br />The agreement is attached for your consideration. Should you approve the agreement, I <br />recommend an effective date of July 1, 2002.
