<br /> U~ON MOTION of Commissioner Fennel,' seconded by Vice Chairman Carruth
<br />and unanimously carried, the Board approved· the proposed Department
<br />reorganization and authorized the County Manager' ~o reallocate existing
<br />budgets among the affected departments for FY 2002. The proposal established
<br />a Public Safety Services Department; eliminated Development Services; and
<br />organized and realigned the services provided by Development Services, EMS
<br />and Planning. These changes resulted in Zhe reduction of two positions and an
<br />annual cost savings of $31,598.00. The changes included the following:
<br />
<br />1. Development Services Department becomes Public Safety Services
<br /> Department, Planning Services Department becomes ~he Planning and Zoning
<br /> Department.
<br />2. Development Services Director, Grade 79, is reclassified to Public Safety
<br /> Director, Grade 81.
<br />3. Emergency Medical Services Department becomes a part of Public Safety
<br /> Services. The Assistant EMS Director position is abolished and Shift
<br /> Supervisor, Grade 70, and Relief Supervisor, Grade 68, positions (3 + 3}
<br /> are reclassified with one grade increases for increased duties and
<br /> responsibilities.
<br />4. Emergency Management Services positions (3) move to Public Safety
<br /> Services.
<br />$. Fire Inspection and Safety related positions (2) move from Building
<br /> Inspections to Public Safety Services.
<br />6. Planning Services Director, Grade 80, is r~classified to Planning and
<br /> Zoning Director, Grade 81.
<br />7. Zoning responsibilities and positions (3) move from Development Services
<br /> to Planing and Zoning.
<br />8. Erosion Control positions (3) move from Building Inspections to Planning
<br /> and Zoning.
<br />9. weatherization Program and one part-time position move from Aging to
<br /> Community Development in Planning and Zoning. Weatherization Mechanic
<br /> positions (2) move from Aging to General Services, Building Maintenance.
<br /> The Weatherization Coordinator position, Grade 63, in Aging, and the
<br /> Planning Intern position, Grade S9, in Planning Services, are reallocated
<br /> to provide a new Planning Technician, Grade 66, position in Planning and
<br /> Zoning.
<br />10. A Senior Planner, Grade 71, position is reclassified to Planning Manager,
<br /> Grade 73, to manage current and long range planning functions and zoning
<br /> activities.
<br />11. A Senior Planner, Grade 71, position is reclassified to Community
<br /> Development Manager, Grade 73, to manage Community and Economic
<br /> Development functions.
<br />12. In Building Inspections, the Senior Plans Reviewer position, Grade 71, is
<br /> reclassified to Chief Inspector, Grade ?2, for the addition of
<br /> supervisory responsibility of Building inspections.
<br />13. One Codes Enforcement Officer, Grade 66, is reclassified to Senior Codes
<br /> Enforcement Officer, Grade 68, to establish trade inspection oversight
<br /> that moves from the Senior Plans Reviewer position. This is the only
<br /> Building Inspections trade that is not staffed in this manner.

<br />ParHicip&tion in the HOME Program - Public Re&ring - $530 p.m.
<br />
<br /> MS. Kelly Sifford, Senior Planner, gave a brief overview of the HOME
<br />Program, a home rehabilitation program for low-income persons. It is
<br />anticipated the County will receive approximately $126,000.00 this year to be
<br />used for such .activities as handicap accessibility, heating and air
<br />conditioning, insulation, etc.

<br /> At 8:35 p.m., Chairman Freeman opened =he public hearing for the HOME
<br />Program and asked if anyone wished to address the Board regarding this
<br />Program. The Public Hearing Notice was published in THE INDEPENDENT TRIBUNE
<br />on March 3 and 8, 2002.
<br />
<br /> There was no one present to address the Board, and Chairman Freeman
<br />closed the public hearing.
<br />
<br /> No action was required by the Board.
