MEMORANDUM <br /> <br />TO: <br />FROM: <br />DATE: <br />SUBJECT: <br /> <br />ICA AHHU5 CUUItlYI <br /> <br />Frank Clifton, County Managefi~ ,~]N,._ <br />Jim Cook, Social Services Dirkc, I.~/ <br />5-10-02 L/ <br /> <br />WIA Grant Application <br /> <br /> I am writing to request that the Board of Commissioners, at its May 20 meeting, <br />consider authorizing the Department to apply for a Workforce Investment Act grant, a <br />copy of the application package for which is attached. <br /> <br /> This $63,074 grant through Centralina Council of Governments, requires no <br />county match, and would be effective for FY03. The grant would provide a social <br />worker to work in coordination with the JobLink Career Center in delivering intensive <br />services to persons who would otherwise be unemployable and welfare dependent.. The <br />following excerpts from the grant package prepared by James Polk give a summary of the <br />program being proposed: <br /> <br />The PREVENTS program is an acronym for Provision of Rapid Education, Values, and <br />Employment Needed to Transition to Self-sufficiency ..... Staff at the JobLink Career Center <br />and Cabarrus County DSS will have a list of criteria that should alert them that a customer <br />may be a potential candidate for the PREVENTS program. They will be trained by the <br />PREVENTS worker and supervisory staff at Cabarrus DSS. Once someone has been <br />identified by staff at JobLink or DSS, the PREVENTS worker will meet with this potential <br />customer to do a pre-assessment and determine through this assessment whether they are <br />appropriate for the PREVENTS program. If determined appropriate they are assessed for <br />WlA eligibility through JobLink staff ..... The PREVENTS worker will be the counselor and <br />guide to navigate the customer through the core services available at the JobLink Career <br />Center and at other service provider locations. This will involve the PREVENTS worker <br />working closely with the customer, and in many cases staying with them to ensure that they <br />follow through and benefit from the core services at all providers. Because of the intensive <br />work, the number of cases worked with will remain relatively small, but the intensity of <br />support by the PREVENTS worker should lend itself to a high job placement and retention <br />rate ..... Through their contacts, they will be able to refer the customer to the services that they <br />deem necessary to help in getting the customer out of their situation and into a stable job. <br /> <br /> We believe, this program can support the Department's goal of providing services <br />that help in preventing welfare dependency. <br /> <br /> To meet the grant submission deadline, we plan to transmit the grant to COG by <br />5-17-02 under a memo stating that the application is being made subject to BOC <br />approval. <br /> <br /> Thank you for your assistance in this.
