May 10,2002

Mr. David L. Hollars, Workforce Development Director
Centralina WOrkforce Development Board, Inc.
PO Box 35008
1300 Baxter Street
Charlotte, NC 28235

Dear Mr. Hollars:

Cabarrus County Department of Social Services would like to submit a proposal to the
Centralina Workforce Development Board for Program Year 2002. Due to what we are
trying to achieve with this service, we are calling our proposed program PREVENTS.

Our.agency has a long history of providing innovative programs.to serve the citizens of
our county, and the Workforce Development Board has assisted us in some of these
efforts through their generous funding of new initiatives.

PREVENTS is just that kind of initiative. It stands for Provision of Rapid Education,
Values, and Employment Needed to Transition to Self-sufficiency. !ts goal is to
intensively work with those individuals who have so many significant barriers in their lives,
that the likelihood of them being able to secure and maintain a job without our help would
be virtually impossible.

This past year has been a difficult one for all of us, and our programs at the department
and through the Workforce Development Board have suffered. However, the people in
our community still needing our assistance have not gone away. We are still committed to
helping them be all that they possibly can be. With the help of PREVENTS, for sOme of
them, this can be a reality.

We thank you for the consideration of our proposal.

Department of Social Services
1303 South Cannon Blvd. I~nnapolis, NC 28083 (704) 920-1400
