D~ AND COMMITTEES <br /> <br />Salisbury-Rowan Community Service Council <br /> <br /> The Board received the let=er from Nora Fauce~te, Chairman of ~he Board <br />of Directors for the Salisbury-Rowan Community Service Council, Inc., <br />regarding the appointment of a me~ber =o fill =he position previously held by <br />Mike Murphy, Aging Director. She indicated that Mr. Murphy is no longer a <br />member of =he SRCSC Board of Directors as his employmenn with =he Department <br />of Aging and membership on =he Board were a conflic~ of interest. <br /> <br /> Mr. Clifton reported ~hat ~he administration of the weatherization <br />con=fac= with the SRCSC has been transferred from the Department of Aging to <br />Planning Sea-vices. <br /> <br /> Ms. Carolyn Carpenter, Cabarrus County member of the SRCSC Board, <br />briefly discussed =he make-up of the SRCSC Board of Directors. She sta~ed <br />that she would provide additional information to =he Commissioners regarding <br />2he SRCSC Board. <br /> <br /> The Board by general consensus deferred the appointment until the <br />regular meeting in May. <br /> <br />Centralins Workforce Development Board <br /> <br /> The terms of appointment for Darrell Hinnant and Mark Whitley (private <br />sec=or representatives) on the Centralina Workforce Development Board (WDB) <br />end on June 30, 2002. Mr. Hinnan= is completing an unexpired term and Mr. <br />Whitle¥ has served on the Board since July 1996. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Freeman and <br />unanimously carried, =he Board reappointed Darrell Hinnan= =o the Centralina <br />Workforce Development Board. Mr. Hinnant's new term of appointment is <br />effective July 1, 2002, for a term of cwo years ending June 30, 2004. <br /> <br /> A replacement is to be found =o fill Mr. whitley's position since he <br />has served six years on =he WDB Boar~. <br /> <br />Juvenile Crime Prevention Council <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privetts <br />and unanimously carried, the Board appointed Pastor Jeff Black to the ~Member <br />of Faith Community" position on the Juvenile Crime Prevention Council. <br />Pastor Black will complete a term ending June 30, 2003. <br /> <br />INI~ORMAL PUBLIC' COMMENTS <br /> <br /> Mr. Mike Helms complained of a 100 percent increase in properny =axes <br />and ~he hardship £~ places on persons wi~h ~ixed incomes. He also a~ated <br />objection to a tax on food, the $1.~ million spent on the bomb robot for the <br />Sheriff's Department.and the purchase of laptop computers at $4,000.00 each <br />for the Sheriff's Department. Further, Mr. Helms stated in his opinion that <br />residents of Cabarrus County should be charged a lower fee to attend events <br />at the Expo. <br /> <br /> Ms. Carolyn Carpenter asked if the schools would be charged to hold <br />graduation ceremonies at the Expo facility. <br /> <br /> Mr. Clifton indicated there would be a minimum charge ~o cover the cost <br />of labor for set-up and cleaning the facility. <br /> <br />ltEPORTS <br /> <br />2002 Schedule for Pr=perry Tax Notices <br /> <br /> Mr. Clifton responded to a complain= made at the March lS=~ meeting <br />concerning the attachment of a bank account for delinquent taxes. He <br />reported the taxes for 1997, 1998, 2000 and 2001 were delinquent at the time <br />=he account was attached. Further, he called the Board's attention =o =he <br />2002 schedule for mailing proper~y tax notices, including delinquent <br />accounts, that was included in the Agenda. Any questions concerning the <br />schedule and/or the collection of delinquent taxes should be addressed to Ms. <br />Dawn McHale, Tax Administrator. <br /> <br /> <br />
