The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina On Monday, April 22, 2002, at <br />7:00 p.m. <br /> <br /> Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Arne L. Fennel <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br /> Chairman Freeman called the meeting to order at 7:00 p.m. <br /> Commissioner Suggs was absent for the beginning of the meeting. <br /> <br />Adoption of the Agend~ <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Fennel <br />with Vice Chairman Carruth, Chairman Freeman and Commissioners Fennel and <br />Privette voting for, the Board adopted the Agenda as submitted with the <br />addition of a proposed Utilities Easement at the Expo. <br /> <br /> Commissioner Suggs arrived and was present for the remainder of the <br />meeting. <br /> <br />Authorization to Award Service Weapon to Retirin~ Officer <br /> <br /> UPON MOTION of Commissioner Privette, .seconded by Commissioner Suggs <br />and unanimously carried, the Board, pursuant to North Carolin~ General <br />Statute 20-187.2, declared surplus and authorized the award for the price of <br />$1.00 the service weapon (Smith & Wesson 9MM, Model· 5906; Serial Number TEP <br />1367) to Deputy Sheriff Johnnie B. McGuire who is retiring on April 30, 2002. <br /> <br />Metal Folding Chairs -.Cabarrus Arena and Events Center <br /> <br /> Mr. Mark Chappuis, Expo General Manager, reviewed the proposed purchase <br />of 3,200 metal folding chairs plus storage racks for the Expo. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel <br />and unanimously carried, the Board authorized the purchase of approximately <br />3,200 metal folding chairs and associated storage racks with base stands <br />through ~piggyback" intention, pursuant to North Carolina General Statute <br />143-129, using original bid awarded to Clarin/Universal Equipment Company on <br />May 14, 2001 by the Reno-Sparks Convention and Visitors Authority. <br /> <br /> The legal notice outlining the intent to 'piggyback" the bid awarded by <br />the Reno-Sparks Convention and Visitors Authority was published in THE <br />INDEPENDENT TRIBUNE on April 12', 2002. <br /> <br />Utilities Easement <br /> <br /> Mr. Clifton presented a proposed Utilities Easement for the City of <br />'Concord to install perimeter lighting for the midway area at the Expo. The <br /> County will pay a monthly fee for the use of the lights. <br /> <br /> UI~ON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board approved the granting of the Utilities <br />Easement to the City of Concord for perimeter lighting of the midway area at <br />the Expo and authorized the County Manager to execute the Easement on behalf <br />of Cabarrus County. <br /> <br />Food and Beverage Service Providers (Expo) <br /> <br /> Mr. Clifton introduced discussion regarding food and beverage service <br />at the Expo. He Listed the following food service options: (1) County <br />operate and provide in-house food service; (2) County provide a list of <br />preferred caterers for Expo events; or (3) County contract with a single food <br />service provider for both concession stand operation and banquet operation. <br />Mr. Clifton indicated that food quality and consistency are the two top <br />issues for the Board to consider. <br /> <br /> <br />
