May 30, 2002

Mr. Alex Rankin
Concord Engineering & Surveying, Inc.
45 Spring Street SW
Concord, North Carolina 28027

RE: Old Airport Road

Dear Alex,

As requested, based on the bids received and the verification of the mathematical
accuracy, I am recommending Jones Brothers, Inc. be awarded the contract for Old
Airport Road & NC 49 Improvement Contract for the contract amount of $525,499.19.

This bid replaces Change Order//30 submitted by Matthews Construction, Inc for
$388,298.00 and approved by the Commissioners. After careful review, it was
determined that Matthews Construction's Change Order #30 did not included the full
scope of work and attempts to negotiate a fair resolution had reached an impasse. By
accepting this contract, the county should realize a credit of approximately $135,000.00
from Matthews Construction, Inc. for work eliminated from their original contract.
This contract less the credits anticipated from Matthews Construction should allow the
county to complete the work on Old Airport Road and NC 49 for about the same amount
approved by the Commissioners originally.

.... ~--h-a-ve-known-of JonesBrothers, -inc:Tor-a-number ofyears-andreadarticteswrittenabout
them and researched their company on the intemet at www.jonesbrosinc.com. They have
the financial, mechanical and human resources required to complete the project as well as
any contractor bidding the project.

Respectfully,

Fred L Brown
