Voices and Choices Pro,tess Re~ort Ms. Lisa Renstrom, Board member of Voices and Choices of the Central Carolinas, gave an update on that organization's continuing work on ensuring economic and environmental sustainability in the Carolinas. She presented the organization's new Vision Map showing open space assets in the area and addressed the need to preserve those open spaces. Mr. Ralph Tharp, President of Voices and Choices, responded to questions by the Board regarding the preservation and protection of open space areas. Revised Northwest District Water and Sewer Fee Polic~ - Jonathan Marshall, .Plannin~ Director Mr. Jonathan Marshall, Planning Services Director, requested that the Board amend the water and sewer charges for the Northwest District to eliminate the acreage charge. He indicated that the charge for each connection based on the meter size would be fairer to both business and residential customers. UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth with Commissioners Fennel and Privette, Vice Chairman Carruth and Chairman Freeman voting for and Commissioner Suggs voting against, the Board adopted the following Resolution: Resolution NO. 2002-20 CABA/~RUS coUNTy WATER AND SEWER CHARGES FOR THE NoRTHWEsT DISTRICT AND SOUTHWEST DISTRICT WHEREAS, the County of Cabarrus desires to plan for growth and to facilitate such growth through the provision of water and sewer service. The Northwest District shall include the land bounded by Interstate 85 beginning at the Mecklenburg County line and east along 1-85 to Highway 73 interchange as the South Boundary; and west along Highway 73 and including lands fronting both sides of Highway 73 to Odell School Road and north on Odell School Road to Mooresville Road (NC 136) and north on Mooresville Road (NC 136) to the Iredell County line as the East Boundary; west along the Iredell County line to the Mecklenburg County line as the North Boundary; and south along the Mecklenburg County llne to Interstate 1-85 as the West Boundary; and WHEREAS, the County of Cabarrus requires, a recapture plan from connection to the water and sewer lines; NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of the County of Cabarrus, that: Section 1: Future users connecting to the lines within the Northwest District who have not participated financially in the construction of extensions shall be required to pay an assessment fee for each line connection as follows: Water Meter Size ~" service meter __i $500.00 1" service meter --- $500.00 2" service meter --- $1,000.00 4" service meter --- $1,000.00 6" service meter --- $2,000.00 Fire Line .......... $1,000.00 Sewer Connections -- $500.00 per lot. This fee is in addition to normal fees charged by the City of Concord, the City of Kannapolis and the Water and Sewer Authority of Cabarrus County and shall be paid to Cabarrus County in full prior to obtaining building permits. The fee will be reviewed from time to time as appropriate. The County shall retain a one and one-half percent (1~%) collection fee. Section 2: The assessment fee required in Sedtion I shall not be' imposed on any business that is owned by low-and-moderate income person, any business whose employees total at least 51% low-and-moderate income persons, or any residence that is owned and occupied by low-and-moderate income persons. Section 3: In the event a person who owns acreage with a home wants t~ connect to the lines the assessment fee will be $500.00 for the home only.
