The Board of Commissioners for the County of Cabarrus met in recessed <br /> session in the Multipurpose Room at the Cabarrus County Governmental Center <br /> in Concord, North Carolina, on Monday, May 13, 2002, at 6:00 p.m. <br /> <br /> Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Arne L. Fennel <br /> Coy C. Privette <br /> Richard D. Sugg~ <br /> <br /> A~so present were Mr. Frank W. Clifton, Jr., County Manager; Mr. John <br />Day, 'Deputy County Manager for Operations; Mr. Don Cummings, Human Resources <br />Director; Ms. Pam Dubois, Assistant Finance Director; Ms. Cathie K. Straub, <br />Budget Officer; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Freeman called the meeting to order at 6:10 p.m. Commissioner <br /> Suggs was not present for the beginning of the meeting. <br /> <br /> Vice Chairman Carruth gave the invocation. <br /> <br />Adoption of the Agenda <br /> <br /> Commissioner Fennel asked that a Closed Session be added to the Agenda <br />for discussion of an economic development matter. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth <br />with Commissioners Fennel and Privette, Vice Chairman Carruth and Chairman <br />Freeman voting for, the Board adopted the Agenda as submitted with the <br />addition of a Closed Session for an economic development matter. <br /> <br />Co--unity Development Block ~rantInfrastructure Grant Pro,ram - Public <br />Hearing <br /> <br /> Chairman Freeman stated that this was date and time for a public <br />hearing to explain the Community Development Block Grant (CDBG) <br />Infrastructure Grant Program and ask for suggestions' and possible projects <br />from the public. The Notice of the Public. Hearing was published in THE <br />IN-DEPENDENT TRIBLR~E on May 1, 2002. <br /> <br /> Mr. Bob Stark, Consultant, reviewed the CDBG Infrastructure Grant <br />program, the application process and eligible activities under the program. <br />He advised that grant funds in the' amount of $3.6 million are available for <br />projects throughout North Caroiina. <br /> <br /> Chairman Freeman opened the public hearing for comments from the <br />public. <br /> <br /> A resident of the Fishertown Community complained of sewer on top of <br />the' ground in areas of that c~mmunity. He questioned the possibility of <br />obtaining grant funds to install sewer in those areas. <br /> <br /> Ms. Betty Cannon, resident of the Fishertown Community, also questioned <br />the availability of funding to complete the installation of sewer throughout <br />the Fishertown community. <br /> <br /> Mr. Stark stated in his opinion a grant application to provide <br />additional sewer in the Fishertown Community would not be competitive for <br />funding through the Infrastructure Grant Program. He cited the high cost of <br />running sewer lines in the community and the lack of documentation of a <br />severe sewer problem in the community. Mr. Stark did advise that funding <br />through the current CDBG Scattered Site Rehabilitation Program and/or the <br />HOME program could be used to assist with septic tank repairs for homes in <br />the community~ <br /> <br /> Reverend Charles Mingo, resident of the Fishertown Community, expressed <br />concern that the project to provide sewer in that community began 15 years <br />ago and some areas do not yet have sewer. He stated there is documentation of <br />sewer problems in the community and aske9 for help to resolve those problems. <br />Also, he referenced the E~vision Cabarrus "Vision" document that calls for <br />water and sewer service for all citizens throughout Cabarrus c°Unty. <br /> <br /> Commissioner Suggs arrived at 6:25 p.m. and was present for the <br />remainder of the meeting. <br /> <br /> Ms. Carol Propst-Cottom, Parish Nurse for the Fishertown Community, <br />stated that such needs as sewer and dilapidated homes do exist in the <br /> <br /> <br />
