Recognition of the Fo7 and Gertrude Hinson Family £or their Contributions bo the Kann&P?lis Brano~ Librar~' ' Mr. Tom Dillard, Library Director, introduced the request by the ~Jnnapolis Historical Associates bo name the Local History Room at the Kannapolis Library in honor of the late Foy and Gertrude Hinson. Mr. Norris Dearmon, me,er of the Kannapolis Historica~ Associates, spoke in support of naming the History Room in honor of Mr. and Mrs. Hinson. He reported Mr. and Mrs. Hinson were strong supporters of the Librar~ and donated $50,000.00 bo start the Histor~ Room Chat now contains a .large variety of.historical materials, including old Cannon Mills records. WON MOTION of Con~nissioner Privette, seconded by Vice Chairman Carruth and unanimously carried, the Board approved the request by the Kannapolis Historical Associates to name the Local History Room in the Kannapolis Library in honor of Foy and ~ertrude Hinson. OLD BUSINESS Proposed FY 2002-2003 Cabarrus Count~ Budget - Conduct Public Hearin~ and Consider AdoPtion og Bud~e~ Ordinance a~d Set2!n~ the Tax Rate - 6,30 p.m. Mr. Clifton presented a list of additions/deletions bo the 'Preliminary FY 2003 Budget. He asked that those items be included in the final adoption of the FY 2003 Budget. At 6:50 p.m., Chairman Freeman opened the public hearing for the proposed FY 200~ Cabarrus County Budget. The Notice of the Public Hearing was published in the INDEPENDENT TRIBUNE on May 6 and June 3, 2002, and in THE CHARLOTTE OBSERVER (Cabarrus Neighbors) on May 9 and June 6, 2002. Ms. Jessie Chang spoke in support' of funding for education, specifically the continuation of the Academically and Intelligently ~ifCed (AIG) Program for students. Ms. Pamela Page, speaking on behalf of parents in the Carriage Downs Subdivision, supported funding for schools. She suggested that the County go to the developers and builders to help fund education. Mr. Ken Sellers expressed support for funding schools but opposed a property tax increase. He suggested that higher taxes be placed on such things as wine, cigarettes, hotels, etc. Mr. Richard Flowe, Chairman of =he Envision Cabarrus project, stressed the importance of adequate funding for education. A~lao, he presented a plaque ~o the Board in appreciation for its support of the on-going visioning process. Mr. Thomas Hill questioned the $20 million funding for the Cabarrus Arena and Events Center and the relationship of thaC funding to funding for education. Mr. Wes Seamon, Chief Juvenile Court Counselor and advisor bo the Juvenile Crime Prevention Council (JCPC), discussed funding (SCa~e and local) for the Teen Court and Project Challenge programs. The required local match for the two programs had not been included in the preliminary FY 200] Budget. However, an agreement had been reached for Teen Court to receive the $8,094.00 lo~al match as in-kind funding by providing office space at the Department of Social. Services. Also, the County Manager had agreed =o recommend cash funding of $5,800.00 for =he Project Challenge Program. Ms. Frankie Wall, Teen Court volunteer, requested cash funding for Teen Court. She commenced on the success of the program and compared the cost for Teen Court at $369.41 per case to the cost of $2,517.00 per case for Juvenile Court.
