To achieve <br /> compliance with changing federal requirements, the Contractor makes note that federal and <br /> state requirements may change and the changed requirements will apply to this agreement as <br /> required. <br /> <br /> Section 6. Contracts Under This Aqreement. Unless otherwise authorized in writing by <br /> the Department, the Contractor shall not assign any portion of the work to be performed under <br /> this Agreement,. or execute any contract, amendment or change order thereto, or obligate itself <br /> in any manner with any third party with respect to its rights and responsibilities under this <br /> <br /> Agreement without the prior written concurrence of the Department. <br /> Section 7. Accounts, Records and Reports. <br /> <br /> (a) Establishment and Maintenance of Accountinq Records. The Contractor shall <br /> establish and maintain, in accordance with requirements established by the Department, <br /> separate accounts for the Project, to be known as the Project Account, either independently or <br /> within its existing accounting system. The Department shall have the right to inspect the Project <br /> Account as necessary. <br /> <br /> (b) Documentation of Proiect Costs.' All charges to the Project Account shall be <br /> supported by properly executed invoices, contracts, or vouchers evidencing in detail the nature <br /> and the propriety of the charges and shall adhere to the standards established in 49 CFR 18, <br /> Office of Management and Budget (OMB) Circular A-87, "Principles for Determining Costs <br /> Applicable to Grants and Contracts with State, Local and Federally Recognized Indian Tribal <br /> <br /> Governments", and OMB A-102 "Grants and Cooperative Agreements with State and Local <br />Governments". <br /> <br /> (c) Allowable Costs. Expenditures made by the Contractor shall be reimbursed as <br /> allowable costs to the extent they meet all of the requirements set forth below. They must: <br /> <br /> (1) be made in conformance with the Project Description and the Project Budget <br /> <br /> contained in Appendix A and all other provisions of this Agreement; <br /> <br /> (2) be necessary in order to accomplish the Project; <br /> <br /> <br />
