To achieve compliance with changing federal requirements, the Contractor makes note that federal and state requirements may change and the changed requirements will apply to this agreement as required. Section 6. Contracts Under This Aqreement. Unless otherwise authorized in writing by the Department, the Contractor shall not assign any portion of the work to be performed under this Agreement,. or execute any contract, amendment or change order thereto, or obligate itself in any manner with any third party with respect to its rights and responsibilities under this Agreement without the prior written concurrence of the Department. Section 7. Accounts, Records and Reports. (a) Establishment and Maintenance of Accountinq Records. The Contractor shall establish and maintain, in accordance with requirements established by the Department, separate accounts for the Project, to be known as the Project Account, either independently or within its existing accounting system. The Department shall have the right to inspect the Project Account as necessary. (b) Documentation of Proiect Costs.' All charges to the Project Account shall be supported by properly executed invoices, contracts, or vouchers evidencing in detail the nature and the propriety of the charges and shall adhere to the standards established in 49 CFR 18, Office of Management and Budget (OMB) Circular A-87, "Principles for Determining Costs Applicable to Grants and Contracts with State, Local and Federally Recognized Indian Tribal Governments", and OMB A-102 "Grants and Cooperative Agreements with State and Local Governments". (c) Allowable Costs. Expenditures made by the Contractor shall be reimbursed as allowable costs to the extent they meet all of the requirements set forth below. They must: (1) be made in conformance with the Project Description and the Project Budget contained in Appendix A and all other provisions of this Agreement; (2) be necessary in order to accomplish the Project;
