Freeman, Chairman
Cabarrus County Commissioners
Post Office Box 707
Concord, NC 28026-0707

Dear Mr. Freeman:

The Centralina Workforce Development Board (WDB) asks that the Cabarrus County Commissioners
approve the reappointment of Mark Whitley to the Board for another 2-year term beginning on July 1,
2002. Mark has served on the Board and very well represented Cabarms County and the private sector
since July 1996.

Mark is a tireless worker for the Board and the interests of Cabarms County. He serves as Chairman of
the Board and also chairs the Strategic Planning committee. This committee is responsible for
development and implementation of the Board's 5-year strategic plan. The plan has been recognized as
one of the best in the country due to Mark's efforts. Mark is a strong leader. We need his leadership now
more than ever as the current vice-chairman has stepped down (due to illness) and we are losing four
other veteran Board members. I have polled our Board members and everyone requested that Mark
continue as Chairman of the Centralina WDB.

We appreciate the support that Cabarrus County has provided to the Centralina WDB through the
appointments you make to the Board. We ask that you continue this partnership by making an exception
and reappointing Mark Whitley to the Centralina WDB.

Please contact me at (704) 348-2717 if you have any questions[' Thank you in advance for your time and
consideration.

Sinc ely, '!

David L.
