Memo

To;

From;

CC:

Date:

Re;

Cabarrus County Board of Commissioners
Frank CliftOn, County Manager

Jonathan Marshall

Sherri Bamhardt, Purchasing Agent

07/12/02

Bids for Expo Park Exterior and Interior Signage

The Planning Services Dept. solicited informal bids for the extedor and interior signage for the Expo
Park and buildings. These bids were divided into two packages - Program A which consisted of the
Landmark and Monument Entry Signs, and Program B which was the remainder of the signs for the
facility. Both programs ir~cluded sign and installation cost. Bids were to be received by July 5,2002 and
there were five bidders for Program A and six bidders for Program B. A summary of the bids is
attached.

The Iow bid for Program A was by Allen Industries of Greensboro. Due to the planned construction
along NC 49 there has been discussion among staff of not proceeding with the Landmark Identification
Sign until that construction is complete. It is .recommended that the County Manager be authorized to
negotiate a contract with Allen Industries based on this bid amount and pending a decision on whether
or not to proceed with the construction of the Landmark sign.

Program B included signs for which the number of units has been identified as well as signs for which
the number of units has not yet been determined. As a result there'are two totals for the bids on
Program B. The first total is the signs for which the number of units has been determined. The second
total is the sum of the unit priCe of signs for which the total number has not yet been determined. Both
totals were considered in determining that Allen Industries was the Iow bidder for Program B. The Allen
Industries bid is below the amount that had been identified for signage in the construction budget, it is
recommended that the County Manager be authorized to negotiate a contract with them based on this
bid amount.

I have requested that Rick Steel with Allen Industries prepare a preliminary schedule for the preparation
and installation the signs. That schedule should be available for the Board meeting on July 22,2002.

· Page 1
