June 1 O, 2002

Cabarrus Soccer Association
6029 Monticello Drive NW
Concord, NC 28027

Robert Freeman,
Chairman
Cabarrus County Commissioners
26 Church Street
Concord, North Carolina 28025

Subject: Amendment to the Agreement for Priority Use of Specified Recreational
Facilities, Stonewall Jackson Soccer Complex.

Dear Mr. Freeman,
The Stonewall Jackson Soccer Agreement specifies that both the City of Concord and
Cabarrus Soccer Association (CSA) contribute $300,000.00 each toward deferral of
C6-ihpl~X-d~Si~ii'~afid- ~-0 i~t-ru& ib~-c-6s~,-f0Y a ~6~m~'in~ -f6f~IZ 6h~ib~/ti6h-i5 f'$600; 000: 00~

Due to unfavorable economic conditions CSA has been able to raise $80,000.00 towards
their $100,000.00 first year pledge. The CSA fund raising plan includes three elements;
a) player assessment, b) revenue derived from tournaments, and c) corporate donations.
The business environment outlook does not appear to be much better than we are
c .urrently experiencing and will' no doubt impact our ability to raise funds via corporate
donations in the near future. The proposed facility opening of September 2002 did not
allow the association to schedule a tournament for the year 2002 but should provide us
with an opportunity to host a tournament in 2003.

With the above factors in mind, CSA is requesting an amendment to the agreement that
will allow CSA to meet its pledge of $300,000.00 over a six year period in six payments
of $50,000.00 per year.

The proposed amendment changes to the agreement are as follows and are underlined.

Current agreement

COUNTY, CITY AND CSA RESPONSIBILITIES AND COMPLEX USE

City and CSA Cash Contributions. From January 1, 2001 through December 31,
2003, CSA and the City shall each contribute an aggregate of $300,000 in cash to
the County (hereafter referred to as the "CSA Pledge" and the "City Pledge") for
a combined contribution of $600,000.00: The City Pledge and the CSA Pledge are
each payable in annual payments of One Hundred Thousand Dollars and 00/100
· ($100,000), due and payable at any time during the year but at the latest by
