Planning and Zoning Commission Minutes
December 18, 1997

Page 18

that they do not oppose and are not opposed to carebally planned
industrial development and understand the importance of industry
in'commercial development to the County's tax base. I-Ie said the
residents in this area do not oppose industrial development, in fact,
many of them rely on that development, but it is their concern and
~v~LeoL belief that proposal is too large, too ~.tense, too in~a-as~_ve
and will create intolerable congestion. Not just for the residents
that are adjoining, but for the residents in the general area and
ultimately for the very businesses that are trying to be attracted to
the site. 1Vlr. Newton said the question that has been discussed in
several ways is, what is the proper or healthy balance of residential
to nonresidential development in a metro county? As noted in the
staff' report, growth and development in the County .in a larger
~netr° area needs to be properly balanced. The balance is much
more complicated than looking at just the value of permits. If
residential development slows too quickly, new industrial
development can very quickly collapse. Mr. Newton said the site
can_onLy be s_uccessful with resolution of the road network.

Without multilane additions to Derita Road a_nd Poplar Tent Road
back to and through the interstate interchange, the entire road
network being serviced by 1-85 and Poplar Tent' exits stands to
become seriously bottlenecked. Whether the site is developed or
not, Derita Road needs to be upgraded, Therefore, why worry
about the many trips that are going to be added on with this site
being'industrially developed. Mr. Newton said his response, anti
the response that has been the County's for years, is that we should
never knowingly create further problems when- it is in our abili~
to minimize that problem, 'to mitigate it and control it- The are~'
plans, in the County and City zoning ordinance have been
developed to try to balance the growth both locally as well as
functionally. Mr. Newton said 'should some form Or portion of the
rezoning be approved, they would strongly urge that double
frontage iots be' l~mited in road access~' that-a .gradation of uses be
added to the conditions, that the minimum lot size remain at least
seven acres as shown on the development plan,, and that private
deed restrictions be added for the developmentl Further they
would ask that all conditional uses remain as conditional uses and
that all permitted uses of warehousing volatile materials and
.chemical manu~acbaring be eldL~.inated as permitted land uses.
When you look at the intent where you locate general industrial,
