The Harrisburg Town Council and the Harrisburg Fire Department Board of Directors have appointed representatives to a study group to discuss long term options related to fire services in the Harrisburg area. The County has been asked to name representatives to the committee. UPON MOTION of Chairman Freeman, seconded by Commissioner Fennel and unanimously carried, the Board appointed Vice Chairman Carruth, Commissioner Suggs, Mike Downs (Public Safety Services Director), Sheriff Brad Riley and the County Manager to the Harrisburg Fire and Rescue Study Committee to look at future opportunities associated with the provision of fire services in the Town of Harrisburg and surrounding area. (F-7) Desi~nation of Voting Delegate to the Annual Conference of the North Carolina Association of County Comm/ssioners ~IPON MOTION of Commissioner Fennel, seconded by Chairman Freeman and unanimously carried, the Board named Commissioner Privette as the voting delegate to the Annual Conference of the North Carolina Association of County Commissioners (NCACC) to be held on August 22 - 2~, 2002 in Winston-Salem. Commissioner Fennel gave a brief report on his attendance at the recent Annual Conference of the National Association of Counties (NACo) in New Orleans. He expressed disappointment with the NCACC and stated it is 'not representing all counties in the state. Further, he commented on the withholding of State reimbursement revenue and objected to the Association's involvement in the proposal for counties to increase the sales tax on the local level. A~POII%"I~ENTS TO BOARDS A~TD CO~4ITTEES (G-l) Centralina Workforce Development Board The term of appointment for Mark Whitley as the private sector representative on the Centralina Workforce Development Board (WDB) ended on June 30. Mr. Whitl~y had served on the WDB since July 1996. There were no other applications for consideration. - There was discussion about Mr. Whitley's participation on the Centralina WDB, including his service and his leadership as Chairman of the Board. UPON MOTION of Chairman Freeman, seconded by Commissioner Fennel and unanimously carried, the Board approved an exception to the County's Appointment policy that limited membership to six consecutive years of service and reappointed Mark Whitley as a private sector member on the Centralina Workforce Development Board for a term of two years ending June 30~ 2004. (G-2) Region F Aging Advisor}, Committee (Alternate Me~er) There were no applications for the alternate member position on the Region F Aging Advisory Committee. The Board deferred the appointment until a later date. (G-3) Industrial Facilities and Pollution Control Financing Authority There were no applications for the vacancy on the Industrial Facilities and Pollution Control Financing Authority. The Board deferred the appointment until a later date. (H) INFORF~%L P~IBLIC COMM~A~TS Chairman Freeman opened the meeting for Informal Public Comments .at 7:30 p.m. There was no one present to address the Board, and Chairman Freeman closed that portion of the meeting. (I) COMMISSIONERS DISCUSSION & RESPONSE TO IIFFOR/(AL PIIBLIC COMMENTS Vice Chairman Carruth thanked the Cabarrus Board of Education for the recent cuts made to the Schools budget. He expressed concerns about the State budget process and the problems that the withholding of State reimbursement revenue has created in Cabarrus County and throughout North Carolina.
