The foundation of the Division of Community Corrections' strategy is the establishment and <br />utilization of a graduated continuum of community-based punishments. These sanctions provide <br />quality supervision and control over the offender and also deliver needed educational, vocational, <br />and substance abuse programming for the offender at a cost considerably below the cost of <br />incarceration. <br /> <br />Judicial District 19A is a one-county district serving Cabarrus County. This district consists of <br />35 employees (with one vacant Surveillance Officer position). The offices of District 19A are <br />located within the basement of the Cabarms County courthouse. The Judicial District Manager <br />and two Chief Probation/Parole Officers supervise the field operations within the district. <br />Judicial District 19A is responsible for supervising approximately 1,633 offenders at this time. <br />A detailed analysis of offender supervision, operations, initiatives, and human resources is <br />depicted in this annual report for fiscal year 2001-2002. <br /> <br /> <br />
